Duties

Help

Serves as Deputy Office Head of the Office of International Science and Engineering (OISE). The Office catalyzes, coordinates and integrates international science and engineering programs and activities throughout NSF and with other agencies, domestic and international. It also manages a range of international programs and activities that are responsive to promising opportunities presented by the global science and engineering research and education enterprise. The Office also leads coordination of NSF's formal science and engineering relations with countries throughout the world. OISE facilitates NSF participation in the global science and engineering enterprise, catalyzes international partnerships to advance research, creates opportunities for the development and implementation of NSF strategies that enable the development of a globally engaged workforce, and ensures NSF is effectively represented in policy-relevant or other high-impact topics for the international science and engineering enterprise. OISE coordinates its work with other units of NSF and, as appropriate, with the Department of State, the Office of Science and Technology Policy, U.S. Government technical and national security agencies, and international science and engineering organizations.

The Deputy Office Head engages with the Office Head and Management Team in providing leadership and direction to OISE. Assists the Office Head in carrying out Office-wide responsibilities such as strategic planning and management, budget planning and implementation, staff recruitment and supervision, oversight of the competitive review of proposals for awards and declinations, interagency coordination, and provision of foreign policy guidance relevant to NSF's mission. Represents NSF to relevant external groups and fosters partnerships with other NSF divisions and directorates as well as with other Federal agencies, foreign counterpart funding organizations, multilateral scientific organizations and the U.S. science and engineering community at large. The Deputy Office Head assumes the Office Head role in the absence of the Office Head.

  3. Must be able to obtain and maintain a Top Secret/SCI Security Clearance.


Qualifications

EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. If you fail to do so, you will be rated as "ineligible."

1. Leading Change. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent in this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

2. Leading People. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent in this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. Results-Driven Leadership. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. Business Acumen. This core qualification involves the ability to manage human, financial, and information resources strategically.

5. Building Coalitions. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, non-profit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the MTQs for this vacancy. You must address each MTQ qualification separately.

1. Education strongly preferred at either the Ph.D. level or M.S. level plus equivalent professional experience, with degree in STEM or in a field otherwise relevant to the position.

2. Demonstrated leadership experience in identifying, negotiating, promoting, and implementing international collaboration in STEM research or education.

3. Broad understanding of key stakeholders in the STEM research and education enterprise in the U.S. and abroad, including government, academia and others. Demonstrated understanding of federal grants and contracts, fiscal management, and budget preparation, in support of scientific research.

4. Experience working with the U.S and international academic science and engineering research community; knowledge of the science and engineering organizations of the U.S. Government and foreign governments and experience negotiating, implementing, and leading activities in science policy.

5. Skill in recognizing, developing, and implementing approaches that build on the diverse expertise and knowledge of researchers and educators in multiple disciplines and, as appropriate, external stakeholders, to develop solutions to crosscutting challenges in management, science, science policy and/or science diplomacy relevant to the international science and engineering research and innovation enterprise.

When responding to the MTQ and ECQ qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.

Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.

Applicants who do not provide narrative statements addressing both the ECQs and MTQs will be rated as ineligible.

Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQ); but a narrative statement for each of the Mandatory Technical Qualifications (MTQ) is required.

Additional information

The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions.

Relocation expenses may be paid contingent upon the availability of funds.

Non-Citizens are not eligible for positions requiring a security clearance.
