The Executive Advisor position is at the highest non-executive managerial level and serves as an AIR authority for the comprehensive overview of established and proposed policies, procedures and standards relating to the safety of the National Airspace System.

The Supervisory Aviation Technical Systems Specialist serves as an integral part of the AIR Division Leadership Team. Ensuring organizational goals are achieved through well-coordinated, team-oriented efforts that fully utilize the programmatic and analytical expertise of team members. Responsible for ensuring AIR senior officials are apprised of policies and positions of critical external groups that have potential impact on AIR and AVS programs and operations. Represents the Executive Director and Deputy Executive Director at meetings with internal and external stakeholders as required. Oversees preparation of technical briefing materials, proposals, and replies to requests from Congress, domestic and foreign aviation stakeholders, U.S. and foreign government agencies and the general public.

Participates in a variety of complex studies and research projects to measure, assess, and evaluate the effect of changes and trends pertinent to the activities of the agency's aviation safety programs. Prepares comprehensive reports of study results which include participation in technical working groups and ad hoc advisory committees.

The incumbent has overall authority for the administrative and technical direction of the office's program activities. Serves as a principal advisor to the Executive Director and Deputy Executive Director of AIR with respect to the functions assigned to the office. Supports the office through:

  • alignment of office resources, activities, and stakeholders with AIR mission and strategic objectives.
  • development of office personnel and resources consistent with AIR's future needs.
  • fostering a work environment and culture that emphasizes risk-based decision making, innovation, collaboration, communication, accountability, diversity and inclusion throughout the office.

Executive Director and Deputy Executive Director support: provides analyses and recommendations concerning broad, complex issues involving internal management system and functional assignments as required for aviation safety in coordination with AIR divisions, AVS services offices, other FAA lines of business and DOT. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines. In doing so, considers technical, budgetary, regulatory and political issues that involve other organizations inside and outside the FAA. May participate in developing solutions to FAA wide problems. Assures expert technical advice to the Executive Director and Deputy Executive Director to include the application of the Federal Aviation Regulations (FARs) and current policies related to the certification and continued operational safety of aviation products, parts and appliances.

Office Management Team Leadership: defines and assigns accountability for key internal performance objectives. Oversees execution of overall strategic vision and direction set for the office to ensure effective and efficient attainment of organizational goals. Engages branch managers in monitoring office performance relative to key performance indicators and making adjustments necessary to achieve key performance objectives. Manages office funds. Works with the management team to identify resource needs and advocates for resources on behalf of the office. Monitors organizational health and adjusts practices across the office to encourage diversity and inclusion, communication, collaboration and innovation in the resolution of issues.

Stakeholder Collaboration: Establishes and maintains effective communications and assures a high level of service to all organizational elements of AIR as well as other offices throughout the agency.

Qualifications

To qualify for the position applicants must demonstrate in their application they possess at least one year (52 weeks) of specialized experience equivalent to the next lower level (FV-K, GS-15). Specialized experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the positions.

Specialized experience includes:

  • Experience working across multiple organizational elements to achieve high level agency objectives.
  • Experience developing and executing an overall strategic vision for an organization.
  • Experience establishing, coordinating. and implementing programs or processes pertaining to complex support functions, such as: financial management, workforce and human capital management, strategic business planning, technical and foundational training, and/or information technology
