As a Supervisory Data Scientist, GS-1560-15 you will:

  • Develop performance standards and evaluate subordinate performance; provide instruction, advice, or counsel to subordinates on both work-related and administrative issues; hears and resolves complaints from employees; Issues minor disciplinary actions, including oral and written warnings and reprimands, and recommending action to superiors in more serious cases.
  • Plan, organize and assign work; set and adjust priorities, establish deadlines and lead a team to develop and understand customer's data needs and work iteratively to develop solutions.
  • Research will include advanced scientific, statistical, and predictive techniques (e.g., regression analysis, modeling, statistical or mathematical programming, machine learning, computational linguistics, auto coding, and data visualizations).
  • The incumbent leverages analytic, statistical, and programming techniques to collect, estimate, analyze and interpret large or complex data sets to develop data-driven solutions.

If applicable, applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of the announcement closing date.

This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). This information will be required annually.

Applicants must meet the following Basic Education Requirement to qualify for this series as described below.


BASIC REQUIREMENTS

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

SPECIALIZED EXPERIENCE REQUIREMENTS

In addition to meeting the basic education requirements above, applicants must meet the following experience:

In addition to the basic requirements above, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service. This experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples include the following:

- Leading substantive projects utilizing multiple state of the art data science methods, such as machine learning, neural networks, natural language processing, anomaly detection, data matching, web scraping, and data visualization
- Planning, initiating, and directing a research and evaluation program in data science topics
- Serving as a technical consultant to staff in data science topics, such as machine learning, neural networks, natural language processing, anomaly detection, data matching, web scraping, and data visualization
- Engaging in outreach activities via presentations at external technical seminars and professional meetings

Education

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
