This position will be filled under the Office of Personnel Management's Direct Hire Authority and is open to all United States citizens and U.S. nationals. Summary: The incumbent will oversee operations and maintenance of Valley City National Fish Hatchery and serve as Assistant Project Leader for the Garrison Dam National Fish Hatchery Complex. Valley City NFH is integral to restoration of Lake Sturgeon and additionally rears and releases warm and coolwater species such as Walleye, Northern Pike, Black Crappie, and Largemouth Bass. The hatchery operates in partnerships with the North Dakota Game and Fish Department and the Army Corps of Engineers.
As a SUPERVISORY FISH BIOLOGIST your duties will include but are not limited to the following:
Performs a broad range of supervisory duties. Assigns, directs, and reviews work; plans and carries out training; evaluates performance; recommends selection, promotion, status changes, awards, disciplinary actions, and separations; plans, schedules, approves both annual and sick leave and coordinates work operations; solves problems related to work supervised; explains and achieves the objectives of Government-wide personnel programs and policies
Responsible for all oversight and coordination of a complex National Fish Hatchery. Provide biological expertise, administrative supervision, management functions, operational oversight, and direct daily work assignments for fish production, maintenance, and volunteer programs to ensure successful fish propagation and distribution programs. Develop annual work plans.
Work with the Complex Manager to plan the budget for the hatchery and forecast future resource expenditures. Plan and implement short and long term maintenance programs, oversee construction projects, and ensure operational protocols are followed.
Develop, prepare and submit scientific, technical, and administrative documents on fish culture activities, water use, Endangered Species Act requirements, National Pollution Discharge Elimination System, and State 401 Certification requirements and other topics.
Develops long-range planning, studies, goals, and objectives in cooperation with agency biologists and biologists of State agencies and universities.
Implements and manages an active public use and education program, providing tours to specific groups, speaking to civic organizations and groups, and maintaining effective public use and educational facilities at the field station.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Basic Requirement:
A bachelor's or higher degree from an accredited college or university in biological science that included at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields (Excess course work in aquatic subjects may be used to meet this requirement when appropriate.). Note: If courses in aquatic and the animal sciences are not clearly identified on transcript and knowledge of such subjects was obtained in other coursework, include a description of such courses, to include syllabus as provided in official college catalog; OR
A combination of education from an accredited college or university and experience--courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in "A" above, plus appropriate experience or additional education. Note: If courses in aquatic and the animal sciences are not clearly identified on transcript and knowledge of such subjects was obtained in other coursework, include a description of such courses, to include syllabus as provided in official college catalog.
Minimum Qualification [GS-12]
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-11 in the Federal service. Experience includes: 1) Working as a professional biologist in the propagation of extensive and intensive fish species; 2) Planning and coordinating yearly spawning activities; 3) working cooperatively with state/federal/tribal/private partnerships for fish restoration and management; and 4) implementing policies, plans, standards and procedures for carrying out fish restoration and fish management efforts.
