The incumbent serves as a primary researcher, technical expert, and consultant on at least one of these areas of specialty: 1) complex sample survey design, weighting, estimation, and variance estimation; 2) development and analysis time series and other small domain models using administrative data and data from complex sample surveys; and/or 3) seasonal adjustment of administrative data and complex sample survey data.  Major assignments are with one or more OEUS programs, but the incumbent is also called on to assist/consult on other BLS programs and with other agencies.

Duties include, but are not limited to, the following: 

  • Conducts evaluation and technical review of prior work
  • Provides authoritative theoretical and practical advice and guidance on current methodologies and on the technical merit of alternative methods
  • Prepares informal reports, tables, and technical summaries for team members, supervisors, and program office managers/staff
  • Applies knowledge of computer programming and statistical software applications in support of data analysis
  • Conducts formal presentations and training of National/Regional/State staff

If applicable, applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of the announcement closing date.

Qualifications

Basic Requirement

Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics. 

OR

Combination of education and experience - at least 24 semester hours of mathematics and statistics, including at least 12 hour in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education. 

Evaluation of Education: Courses acceptable toward meeting the mathematics course requirement of paragraphs A or B above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement.

Specialized Experience 

In addition to the requirements above, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.  This one year of specialized experience must be in or related to the field of economics or statistics and must have equipped the applicant with the particular knowledge, skills, judgment, and technical competence in order to successfully perform the duties of the position to be filled, including:

  • Developing, coordinating, and implementing work in the field of mathematical statistics as it applies to complex survey and administrative data.  This includes complex sample survey design, weighting, estimation, variance estimation, and the development and analysis of models using administrative data and data from complex surveys
  • Managing projects which included coordinating and assimilating different priorities, managing resources assigned to a project, ensuring standards are maintained, and ensuring that processes and products are well documented

Education

To use your education as a basis for meeting the Minimum Qualification Requirements (MQR) for this position, you must submit academic transcripts demonstrating that you meet the qualifying educational requirements.  If specific course work is required to fulfill the MQR, you must supply transcripts from each academic institution in which the required courses were taken to receive credit for that course work.  See the “Qualifications and Evaluations” section of this announcement for more details.
