As a Project Leader (Hatchery Manager), your duties will include but are not limited to the following:

  • Supervises a group of professional, technical, administrative, and/or wage grade positions at the Hatchery. Conducts mid-year reviews and annual personnel evaluations of staff and works with them to develop new performance plans and career development plans. Awards and promotes outstanding performance, evaluates and addresses disciplinary needs, and counsels on performance. Approves selections for subordinate positions, reviews and approves serious disciplinary actions such as suspensions or removals, formally and informally resolves group grievances. The incumbent is responsible for actively supporting and implementing the Equal Opportunity Program as specified in Service guidance and affirmative action plans. Ensures equal opportunity for all supervised employees and selections for training and education programs, promotions and awards, as well as fair and impartial recruitment and selection of new employees. Works with the Complex Manager to assess current and future staffing needs based on organizational goals and budget realities. Supervises and directs daily work assignments for fish production, maintenance, and volunteer programs. Oversees management of the station safety program. This involves identifying and correcting facility maintenance and safety issues, fulfilling reporting requirements for the Hatchery and identifying and scheduling safety training needs.
  • The Hatchery Manager is responsible for all oversight and coordination of a complex National Fish Hatchery. The incumbent provides biological expertise, administrative supervision, and operational oversight to ensure successful fish propagation and distribution programs. Evaluation of the hatchery production programs requires a close working relationship with the various FWS offices (Fish and Wildlife Conservation Office, FAC Program Office, Fish Health Center, Fish Technology Center) and state Fish and Wildlife staff to assure coordination of programs; and accurate data collection, management, and analysis to meet program goals.
  • Works with the Complex Manager to plan the budget for the Hatchery and forecast future resource expenditures. Plans and implements short and long term maintenance programs, oversees construction projects, and ensures operational protocols are followed. Plans, coordinates, and implements the maintenance and operations programs at the facility and the facilities complex water delivery system.
  • Manages station's involvement in cooperative research or investigative programs such as vaccine, drug, or diet tests and studies on stock improvement, homing, migration, survival, culture methods, fish marking, tagging, acclimation, etc. Identifies and develops special testing, monitoring, and investigational studies to evaluate fish husbandry effectiveness to maintain quality fish production, fish health, and safe and efficient fish distribution activities. Monitors fish health, growth and quality, and implements corrective measures or makes adjustments as needed.
  • Monitors fish health, growth and quality and implements measures to make corrective actions and adjustments to produce high quality salmonids for conservation and recreation. Plans, coordinates, and directs fish production and distribution activities of the Hatchery.

  • Supervisory Probationary Period: Selectees who have not previously completed a supervisory probationary period, will be required to serve a one-year supervisory/managerial probationary period for this position.

Qualifications

Only experience and education obtained by 04/04/2023 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

  1. Degree: major in biological science that included at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess course work in aquatic subjects may be used to meet this requirement.) OR
  2. Combination of education and experience: courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education.
Minimum Qualification: In addition to the basic education requirement, you must possess one year of specialized experience comparable to the GS-11 grade level in Federal service (obtained in either the public or private sectors). Specialized experience may include: 1) applying scientific understanding of fish culture, biology, and physiology (e.g., nutrition, diseases, treatments, water chemistry and oxygen level requirements, feeding, density and distribution requirements, etc.) to propagate cold water fish in a hatchery environment; 2) planning the operation of fish hatchery facilities to ensure effective fish culture and husbandry using legally compliant mechanical systems (e.g., water delivery, circulation and reuse systems, effluent management systems, egg isolation facilities, etc.); 3) managing administrative functions for an organization such as tracking current project expenditures and budgeting, planning long-term maintenance programs, preparing administrative documents on fish culture activities, water use, Endangered Species Act requirements, National Pollution Discharge Elimination System requirements or similar topics; 4) explaining the procedural and scientific aspects of fish hatchery processes to lower graded staff or internal or external audiences; 5) identifying and initiating opportunities for a hatchery to coordinate scientific, technical, or production activities with external groups.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
