Summary

This position is located within the ATO, Eastern Service Area, Resource Management Group, AJV-E600, Resource Management Team, AJV-E630. The team is responsible for providing workforce planning support to ATO service units within an assigned service area. Duties

Help

Acts as an individual contributor and/or member of a team for projects/programs within a defined area of responsibility. Applies experience and detailed knowledge to plan and accomplish assignments.

Typical assignments may include collecting and analyzing data/information; conducting research; applying policies and procedures; identifying problems; and working with higher-level and lower-level professionals in day-to-day operations. Develops procedures, systems, and methods on a variety of management functions and activities in one or more of the following areas: organizational planning and development; staffing utilization and productivity; work improvement and work methods, work measurement and staffing standards development, goals and objectives.

Provides ongoing assistance, works basic issues, and acts as the organization's liaison to the Human Resources Office. With general direction, monitors, coordinates, and provides information to facilitate personnel management activities and related forms for the full range of personnel actions. Collaborates with managers on position management functions to include preparing job description documentation for the Division. Interfaces with employment services staff for guidance and staffing advice on position design. Works minor issues and serves primary administrative processes associated with performance management.

Plans, schedules and conducts analyses/studies of proposed program plans for accomplishing program activities. Determines from a programmatic perspective the viability, consistency and accuracy of plans and projections and conducts reviews to determine resource levels required to accomplish programs in a sound and efficient manner. Provides supporting rationale on the establishment or clarification of objectives. Ensures that plans are consistent with program guidance. Analyzes plans for programs under the organization's cognizance and recommends changes, as necessary, to ensure that comprehensive plans are current and reflect policies, priorities, goals and objectives of the organization.

Conducts analyses in the review and evaluation of program activities. These analyses are conducted to ensure proper program integration and conformance to policy, completeness, and adequacy of operations in meeting goals and objectives. Prepares recommendations based on such reviews, and discusses recommended courses of action with program managers to resolve major problem areas. These recommendations include but are not limited to financial, programmatic interfaces, and impact of not meeting goals and objectives.

Reviews and analyzes draft regulations, manual chapters and directives referred to the group for comment. Based on this analysis, refers proposed issuance to appropriate group for review; and collects and integrates the various responses.

Develops recommendations based on management studies and surveys and discusses recommended courses of action with program managers to resolve problem areas. Reviews and analyzes new and proposed regulations to determine impact on program operations and management. Responsibilities may involve providing advice and support to management personnel for best utilization and reprogramming of resources, conducting analyses, developing/maintaining tracking systems, monitoring staffing numbers, and developing quarterly/annual/interim reports as required.

Established policies/procedures provide guidance for most assignments but allow some discretion to select the most appropriate approach. Typically receives guidance on selecting approach from a manager, project/program manager, team leader, or more experienced professional. Refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional when guidelines are not available or applicable.

Qualifications

You must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-F, FG/GS-5-9. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Substitution of Education: Ph.D. or equivalent doctoral degree; Education must demonstrate the knowledge, skills, and abilities necessary to do the work.
