Duties

Help

Directs subordinate employees in work related to Automation, Navigation Surveillance, Communication, Policy, Supply Support, NextGen and or Maintenance Automation. Organizes programs and activities in accordance with the mission and goals of the organization. Develops new and key programs to support the strategic direction of the organization. Responsible for ensuring the integrity of Technical Operations Services (TOS) requirements is identified in the In-Service Management and Acquisition Management System (AMS) of the program's life cycle. Implements and manages changes and interventions to ensure project/program goals are achieved.

Applies detailed technical knowledge of the work directed; and applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives. Provides guidance on the surveillance, communication and/or weather requirements, directives, and operations that include National Airspace System (NAS) systems and services to include policy, acquisition, maintenance, monitoring, and reporting. Serves as the primary point of contact for policies/procedures or other project/program purposes, including serving as the national advocate for the system(s). Has a comprehensive understanding of Acquisition Management System (AMS), in Service life-cycle guidance, and NextGen Implementation Plan. The Program Manager directs the staff in monitoring operational performance of systems, systems/services installations; and supports the Solution Implementation(SI) process. Develops an evaluation method to assess program strengths and identify areas for improvement.

Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher level management to discuss the statuses and results of projects/programs and plan for the future. May represent the AJW, ATO, or the FAA externally as a primary point of contact for policies/procedures or other project/program purposes. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.

Defines, acquires, and allocates assigned budget, staff, and other resources to accomplish objectives for multiple organizational programs and across multiple functions and disciplines. Leads and integrates the budget planning processes for all organizational units/projects/programs under his/her control, and projects both short-term and long-term future needs. Participates in planning efforts that cross organizational lines within the major subdivision and LOB/SO.

Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines. Participates in developing solutions to FAA-wide problems. Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher level management.

Performs additional managerial duties, which includes: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate. Promotes, supports and participates in the FAA EEO Program. EEO issues are identified, resolved, and coordinated with EEO official as required.

Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results.

Qualifications

TO QUALIFY AT THE FV-K (FG/GS-15) level, you must demonstrate in your application that you possess 1 year of Specialized Experience equivalent to the FV-J (FG/GS-14) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled.

SPECIALIZED EXPERIENCE includes: Experience leading the development of acquisition policies, programs, and requirements. Experience implementing changes and interventions to ensure project/program goals are achieved.
