The FAA Human Resource Management, Leadership Development Division (AHD), has an opening for a Training Specialist (Leadership Development). Training Specialist (Leadership Development), FV-1712-J

  • Lead the creation and continuous improvement of new or revised materials, courses, programs, curricula, and other learning solutions for leader and manager development (e.g., non-technical soft skills training, leadership competency development, mentoring and coaching, talent review, and succession planning). Learners range from non-managers through executives, enterprise-wide. Methods include instructor-led (synchronous) classroom, virtual, webinar, and blended delivery. This work includes research, planning, writing, needs assessment, design, development, analysis, evaluation, revision, and redesign as needed.
  • Write and review products, content, and materials (e.g., content outlines, design guides, modules, instructor guides, participant guides, lesson scripts, examples, exercises, assessments, simulations, style guides).
  • Review existing leadership materials, courses and programs for quality, currency, level of interaction, and consistency and work with a collaborative instructional design team to revise and enhance curriculum design as needed.
  • Provide technical oversight and quality assurance on projects by contractors.
  • Work with AHD management to define development and improvement goals for career and leadership courses, programs, curricula, and other learning solutions and the factors critical to success in achieving these goals.
  • Oversee and observe pilot or initial deliveries of new, redesigned, or converted leadership development courses, programs, and curricula to judge the impact of the design and materials and to catch and correct any issues. Once implemented, periodically review and evaluate materials for revision, redesign, or retirement.
  • Demonstrate project management and communication acumen. Define and scope projects to achieve development and improvement goals. Create detailed project plans and procedures to execute them. Identify tasks, responsibilities, and resource needs, and work with AHD management to secure resources.
  • Ensure work products are well-written and provide high-quality learning experiences and fulfill customer goals and requirements.
  • Troubleshoot problems, develop smart solutions, and provide assistance to others as needed. Develop new and/or innovative approaches where applicable and needed.
  • Mentor and coach others where appropriate to advance execution progress, build back-up capability, or enhance their professional growth.
  • Stay current on leadership theories, frameworks, and practices taught in leadership training, such as adaptive leadership, transformational leadership, servant leadership, emotional intelligence, change management, employee engagement, etc., and update and incorporate them into new and existing leadership training.
  • Keeps abreast of theory, principles, and leading and emerging practices in training and development, instructional design, and training evaluation, and applies this knowledge to work products. Help to test and implement agreed-upon emerging technologies in courses and learning experiences.
  • Recommend, craft, and implement metrics and methods to evaluate learning and impact of FAA leadership courses, programs, curricula, and other solutions.
  • Write and deliver clear and timely information, messages, and briefings to keep AHD management and senior leadership as well as other stakeholders apprised of progress, issues, results, and opportunities for the future.

Qualifications

Specialized Experience

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

  1. Experience designing and developing leadership development and soft skills courses, programs, and curricula for organization-wide use, and;
  2. Experience writing content and materials for use in leadership development and soft skills courses, programs, and curricula.
