In this position, you will serve as a Program Analyst responsible for monitoring budget execution and a wide range of qualitative and quantitative methods for budget, information systems, planning and control systems. Typical assignments include:

  • Designing & administering planning and controls for submission of data, including the formulation of spend plans and their execution.
  • Analyzing historical data, projecting out year budgets and monitoring current year budget execution.
  • Providing technical assistance and direct support to management staff in all matters relating to the budget.
  • Coordinating activities of office support staff, advising, and providing analytical support on problem definition, planning methodologies, policies, and procedures.
  • Evaluating the content of new or modified legislation for projected impact upon programs.

Promotion Potential: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

All MWEOC staff have emergency assignments and are considered deployed in place. Exercises and activations are planned and unplanned, and may require long hours, nights, weekends and holidays.

All MWEOC employees are: (1) required to use a government-issued electronic device (to include cellular phones); (2) subject to recall during emergency situations; and (3) required to perform work in locations both above and below ground.

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Qualifications

The qualification requirements listed below must be met by the closing date of this announcement.

You qualify for this position at the GS-11 level (starting salary $78,592) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-09) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes: 

  • Compiling, researching, analyzing and preparing data for decision making purposes (e.g., budget, administrative policies, planning systems for mission requirements) ; AND
  • Generating and analyzing financial or budget data to assist in providing guidance to program offices.

OR

Ph.D. or equivalent doctoral degree,

OR

3 full years of progressively higher-level graduate education leading to such a degree,

OR

LL.M., if related,

OR

Combination of education or experience.

You qualify for this position at the GS-12 level (starting salary $94,199) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-11) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience:

  • Providing recommendations to stakeholders on budget, administrative policies and/or planning systems for mission requirements; AND
  • Monitoring and preparing financial or budget projections to advise program offices.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
