Major Duties

As a Health Scientist Administrator and Senior Advisor, your major duties and responsibilities include:

  • Applying specialized subject matter knowledge in support of the Agency's drive to build the research capacity on priority populations and Women's Health and Gender research to enhance the visibility of the Agency's research and spur increased awareness and emphasis on priority populations and health disparities within the health services research community.
  • Serving as an expert advising both Agency staff and Agency partners on priority populations and Women's Health and Gender research issues, establishing and maintaining liaison role with governments and other organizations.
  • Contributing significantly to developing strategic incumbent contributes significantly to developing strategic research plans and program development for the Agency in the priority populations health care arena.
  • Working with OEREP leadership and staff on analytic research projects, and provides expertise on study design, data analysis, and interpretation.
  • Serving as project officer and technical consultant for contracts, grants, and cooperative agreements involving evaluation and development of data focused on priority populations.
  • Performing duties such as: writing statements of work; serving on technical review panels for contract proposals to evaluate the scientific and technical merit of proposals; submitting funding recommendations to the Director, DPP; and monitoring grants and contracts for quality control.

QUALIFICATION REQUIREMENTS:

OPM INDIVIDUAL OCCUPATIONAL REQUIREMENTS FOR GENERAL MEDICAL AND HEALTHCARE SERIES, 0601:

You must have a Bachelor's or graduate/higher degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position being advertised. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

You must provide a copy of your unofficial transcripts that verify that you meet this education requirement by the closing date of this announcement. A copy of a diploma is not acceptable as verification.

In addition to the OPM Education requirements above, to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:

  • Experience as a scientific expert in women's health in producing analytical and peer reviewed publications in the area of healthcare and health equity/disparities.
AND
  • Developing and achieving programmatic goals and evaluating complex scientific products.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

  • HEALTH SERVICES RESEARCH PROGRAM MANAGEMENT - Plans, develops, coordinates and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services.
  • STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.
  • QUANTITATIVE/QUALITATIVE ANALYSIS - Examines and evaluates data to manage and achieve results.
  • WOMEN'S HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets and explains the health impacts of programs, policies, proposals, and legislation specific to women's health to address emerging health care issues, barriers to care, and capacity building in women's health services.
