Duties

Help

  • Serves as a nationally recognized and respected authority and Agency spokesperson on a diverse range of issues related to their specialty area, as well as more widespread issues affecting the substantive agency mission in which his/her expertise is often sought due to extensive knowledge and experience in one or more program areas.
  • Provides authoritative advice to program officials on a wide range of contract methods and procedures to improve the operational effectiveness of the organization in fulfilling its assigned responsibilities.
  • Prepares reports in response to FOIA requests, Congressional inquiries and GAO audits.
  • Conducts high-level analysis and evaluation of contracting matters. Reviews and monitors agency wide purchasing and contract activities to determine compliance with acquisition statutes, regulations, policies and procedures and to assess the organization's efficiency and effectiveness in performing contracting functions.
  • Develops individual and staff development plans for updating and improving the contracting skills of subordinate staff personnel. Ensures that the workforce meets applicable contracting certification requirements.
  • Supervises a staff and also personally performs the full range of contracting services for large scope, complex contracts for the agency.

  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required

The GS-14 salary range starts at $99,908.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  Locality pay will be determined once the duty location has been established.

1102 Qualifications GS-13 & above:

You must meet the requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional or FAC-C Level I or DAWIA (Contracting) Level I or higher certification. Note: After September 30, 2023, you will need to submit the FAC-C (Professional) or DoD Contracting Professional certifications or you will need to request a waiver.

(b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.  Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience performing complex (high-risk, difficult to define specifications, restricted/limited market competition and spend in a number of categories) contracting assignments procuring supplies and/or services using the full range of contracting methods, contract vehicles and types. Procurement of these supplies and/or services at this level includes: 

  • Determining the method of procurement and the contract type (such as fixed price, fixed price economic price adjustment, various cost type contracts, requirements contracts, performance based acquisitions, and multiple award schedules;) and developing an acquisition plan;
  • Preparing determinations and findings and solicitation documents;
  • Performing detailed analyses of all elements of cost in contractor proposals, and making competitive range determinations;
  • Planning the negotiating strategy, coordinating strategy with negotiating team, and leading negotiations;
  • Developing pre-negotiation positions, determining negotiation strategies, and preparing justifications;
  • Preparing initial agency position on protests from unsuccessful bidders and recommending a decision on claims arising under a contract;

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.  

Includes formal training, experience and 12 semester hours of college credit.
