Summary

As Federal Space Management Specialist, you are responsible for managing customer projects and space changes due to renovations and customer requests and overseeing customer billing and spatial data accuracy within the GSA data inventory systems.

Location of position: Public Buildings Service, Region 8 Rocky Mountain Region.

Duties

Help

The major duties for this position include but are not limited to the following:

Project Management

  • Using project management principles and processes, the Space Management Specialist will act as Project Manager during the planning phase of the project lifecycle.
  • Assembles and leads an interdisciplinary planning team of workplace specialists, planning managers, interior designers, design and construction project managers, or other technical experts to provide space solutions for federal assets and customer requests.
  • Initiates and facilitates planning meetings to proactively identify opportunities to enhance our assets and customer strategies in partnership with asset managers, planning managers, leasing specialists and other GSA subject matter experts. Creates plans to backfill vacant space, through consolidations, building restacking, lease backfills and/or new space opportunities.

Data Management

  • Responsible for the proactive outreach to customers to obtain and apply source data related to owned projects and assignments into-- data repositories, as both active and proposed, to be used for project management, billing, budgeting and space forecasting purposes.
  • Vetting source data integrity as it pertains to project and assignment information to provide performance statistics, trends, and improvement strategies related to commitments, measures and KPIs that pertain to the region's current and evolving expectations. Additional duties include the tracking, research and reporting of project and assignment data and statistics to internal and external customers and stakeholders.

Operational Excellence

  • Ensures real estate and integrated workplace solutions reflect and incorporate an understanding of customer business and workspace needs and how GSA can add value to the achievement of the customer mission.
  • Proactively anticipates and responds to trigger events impacting customer business needs.
  • Trigger events can arise in various environments and for a variety of organizational, operating or financial matters; outside world or national events, as well as broader Government­ wide directives or strategic decisions that impact the customer's business.

Customer Service

  • Develops and sustains cooperative working relationships with team members, management and customers through communication by providing appropriate responsive and targeted real estate technical advice and guidance; maintains relationships throughout planning efforts, space changes, customer agreements and other customer projects.
  • Oversees the execution of space solutions to meet customer needs, providing information or assistance, resolving problems, and managing expectations during the implementation of agreed upon solutions. Integrates technical knowledge with customer needs to arrive at project solutions.
  • Provides comprehensive information about space, facilities options and/or other GSA products and/or services relative to delivery for assigned projects as promised.

The GS-12 salary range starts at $82,830 per year and varies by location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify at the GS-12: Applicants must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is defined as experience with activities required to secure customer agency commitment to proposed housing solutions. These include the drafting of Occupancy Agreements, drafting building drawings or floors plans, needs assessments, or financial analyses.

  • Knowledge of a wide range of real estate principles, concepts and practices as well as a good understanding of the real estate market is required to perform work such as assigning space, managing space, and providing guidance to other agencies on such matters as assigning federal space, relocation of employees, and the performance of federal space administration functions.

  • Knowledge of building operational requirements to understand the feasibility and impact of space moves and alterations when specialized needs are involved.
  • Knowledge of analytical and evaluative qualitative and quantitative methods and principles to conduct and validate complex studies; to apply appropriate program evaluation and measurement techniques in determining and reshaping program initiatives; to measure program accomplishments; to evaluate emerging trends and make substantive recommendations regarding applicability to GSA, and to recommend new policies and procedures as required.
  • Knowledge of Spatial data, its principles, practices and techniques to manage the SDM, CIFM programs and Computer Aided Design (CAD), National Business Space Assignment Policy, governing laws, regulations, methodologies and/or policies to providing sound and authoritative guidance on issues related to the Spatial Data Management Program and their impact on GSA’s business lines.
