Duties

Help

This position is in the Office of Enterprise Risk Management (FO/ERM), Office of Inspector General (OIG). FO/ERM is responsible for three distinct portfolios: Enterprise Risk Management, Strategic Planning and Performance Management, and Policy and Operations Risk Management. The primary purpose of the position is to manage the Enterprise Risk Management (ERM) program, including implementation of the ERM framework and governance, implementation of risk control and mitigation measures, action planning to apply risk appetite and tolerance to the OIG risk profile, and adapting ERM for sustainability within OIG.

Serves as the Enterprise Risk Management Program Manager in the (FO/ERM) for the OIG.

Serves as an ERM subject matter expert and is responsible for developing tools, practices, and policies to analyze and report enterprise risks, and to manage risks according to the ERM framework; performs benchmarking in coordination with public and private sector programs and practices to evaluate and assimilate best practices within the OIG.

Prepares action plans for risk control and mitigation; assesses current risk responses, proposes additional risk responses to further reduce risk exposure in accordance with OIG’s risk appetite and tolerance.

Coordinates ERM outreach efforts and builds relationships of trust with programs so they willingly share data in return for services such as risk sensing, analytics, and other tools from the ERM team.

Qualifications

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Demonstrated experience in enterprise risk management principles and concepts in order to perform comprehensive studies and analyses designed to develop a risk management framework, action plans for risk control and mitigation, and a sustainable ERM program; to evaluate and, where possible, improve the ERM program and practices; and to develop and recommend improvements to policies, programs, and practices where possible to ensure OIG component offices are properly guided in carrying out essential enterprise risk management responsibilities; 
  • Experience integrating ERM with strategy by identifying risks that inform development of the strategic plan, identifying the risks to the implementation of the strategic plan, and identifying the risks generated from implementing the strategic plan.
  • Applying performance management principles and concepts sufficient to develop performance measures, evaluate the efficiency and effectiveness of OIG operations, and coordinate analysis of results against established performance metric targets.
  • Project planning and management to effect project resources and activities to meet technical, cost, and schedule objectives and ensure projects meet stakeholder requirements and support OIG goals, priorities, and strategies.
  • Proficient application of oral, written, and visual methods of communication and skill in preparing and delivering technically authoritative and persuasive position papers, recommendations, and assessments of complex technical and project administrative issues; and to articulate complex data and analyses in a simple fashion and with precision to professionals within the OIG, Department, other Federal Government agencies, and private industry.

There is no substitute of education for specialized experience for the GS-14 position.

Your qualifications will be evaluated on the following competencies:

  • Ability to develop and recommend improvements to policies, programs, and practices to support OIG's mission.

  • Skilled in assessing current and potential enterprise risk management issues to identify and respond to risk threats to achieve established performance targets.

  • Knowledge of governmental policies and strategies to comply with applicable regulations and strategic imperatives of the organization.

  • Ability to plan, perform, and lead comprehensive studies and analyses to evaluate and improve OIG’s ERM program and practices.

  • Ability to Identify, evaluate, and recommend the implementation and management of commercial-off-the-shelf (COTS) products and custom applications to support ERM in OIG.

  • Knowledge of analytical and evaluative methods to organize internal controls processes and risk analysis procedures.

  • Ability to communicate orally and in writing with senior management officials.

  • Ability to develop categories to group risks or apply categories/taxonomy.

  • Knowledge of risk response or appropriate actions to bring risks to tolerance.
  • Ability to effectively discuss with management or leaders the interpretation of project management technique.

  • Ability to plans stay on time and on budget, measure, and report progress on Key Risk Indicators (KRIs) and Key Performance Indicators (KPIs) and manage execution risks that could limit the plan’s impact
