Summary

This position is responsible for assisting the VHA Office of Emergency Management (OEM) with incorporating the utilization of Telehealth technologies into the Comprehensive Emergency Management Program and Disaster Emergency Medical Personnel System throughout VA. This position provides expert clinical and technical knowledge about telehealth technologies to assist staff in ensuring continuity of care during incidents and events that potentially disrupt the delivery of VA healthcare to Veterans.

Help

Duties include, but may not be limited to:

  • Liaise, collaborate, and coordinate with senior leaders within other VA national offices and external Federal agencies.
  • Provide leadership in the development of the VA's National Telehealth Emergency Management (TEM) Program, including the development and integration of critical information technology applications, platforms and systems, and provides ongoing management of a quality and performance improvement program for TEM.
  • Triage and prioritize issues raised by TEM volunteer clinicians and through analysis, make complex recommendations for integrating program policy, clinical, and technical requirements into quality improvements.
  • Provide oversight, project management, and related support for other major telehealth program areas and projects.
  • Serve as an instructor, developing resources, and educational content for Telehealth staff nationally related to the assigned programs and projects.
  • Provide leadership as a nursing consultant in improving and sustaining the quality, safety, and effectiveness of assigned programs.
  • Identify potential problems and challenges that may impact projects and take a lead role in working with OCC/Telehealth Services leadership, staff, and workgroups/teams to find solutions.
  • Collaborate with multiple sites across a continuum of care and takes a collaborative and leadership role in working with all levels of staff in developing and implementing the TEM and other Telehealth programs for Veterans.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Master's or Doctoral Degree from a program accredited by the Accreditation Commission for Education in Nursing or the Commission (ACEN-Formerly NCLAC) or the Collegiate Nursing Education (CCNE).
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience and Certifications -
  • 4-5 years of direct telehealth-related experience; national level participation in telehealth committees, work-groups, presentations; significant instruction, coaching, mentoring, and training experience with staff to maximize utilization of healthcare resources through the effective application of knowledge and skill in telehealth, virtual care technologies, health informatics evidence-based care, system redesign, and case management; national level expertise in telehealth and connected care technologies; expertise in course design, development in Telehealth modalities including but not limited to: (synchronous/CVT; asynchronous/SFT; Remote Patient Monitoring/HT; etc.).
  • Experience with use of telehealth capabilities in emergency response operations and exercises preferred. Provides competency-based training and education courses, modules, resources, tools, products, and services. Provides performance support for multidisciplinary groups that include but are not limited to Telehealth Leads/Program Managers, physicians, physician assistants, nurse practitioners, registered nurses, lead care coordinators, care coordinators, facility telehealth coordinators, program support staff, and/or telehealth clinical technicians.
  • Exceptional verbal and written skills to facilitate, coordinate, and promote relationships within all levels of VA, professional organizations, certifying bodies, and program directors, as well as foster new relationships with internal and external programs and practice communities through the performance of outreach strategies such as leading Forums, Office Hours, demonstration sessions, and other related activities to support the delivery of high-quality care.
  • Independently collaborates with multiple sites across a continuum of care and takes a collaborative and leadership role in working with all levels of staff in developing and implementing an education portfolio.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 year's of nursing practice/experience; OR a Doctoral degree and approximately 3-4 year's of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to con protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. In the performance of duties, the incumbent may be required to drive and/or ride in GSA-vehicles.

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
