The Acting Executive Director, Integrated Informatics and Analytics (ED, IIA) reports to the Deputy to the Assistant Under Secretary for Health (DAUSH) for Integrated Veteran Care (IVC) and is responsible for the oversight, management, and coordination of the Office of IVC health informatic and data analytics processes as well as serving the senior liaison/advisor between the Veterans Affairs (VA), Veterans Health Administration (VHA), and external stakeholders to ensure efficient and effective partnerships with regard to technology, health informatics, and data analytics. The incumbent oversees the IIA Executive Directorate, whose focus is to provide tools and support for VHA leadership and offices to make data-driven decisions concerning Veterans access to care inside VHA and within the community.

The incumbent represents and speaks on behalf of the DAUSH in high level negotiations involving the establishment or implementation of all policies, practices, management, and operational activities of the Department and VHA within the areas of their purview.

The Acting ED, IIA oversees operational execution as well as strategic and long-range planning of their responsible areas, which includes Informatics and Data Analytics. These duties include managing and monitoring budget and productivity improvements of assigned departments and projects. As a member of the Executive Leadership Team (ELT), this position ensures the development, implementation and evaluation of policies, procedures, programs and services consistent with the organization's executive management throughout the areas within their purview.

The Acting ED, IIA will serve as an integral part of the VA transformation to an integrated healthcare system, modernizing process and capabilities, and ultimately improve the overall Veteran experience. The incumbent will address complex issues related to in-depth analysis of IVC business processes, performance measures, design and development of reporting systems and requirements, workflow mapping and modification, and best practices models. The incumbent facilitates the creation/development and management of various IVC data warehouses for reporting and analytical needs. The incumbent will work with departments across all of IVC - including, but not limited to, access to care dashboards, claims payment, revenue cycle, and network management and integration areas - in the development and implementation of business processes for consults in the direct care system and referral of community care for analyzing and reporting information.

In order to qualify for this position you must meet the following:

BASIC QUALIFICATIONS FOR PHARMACIST (SR-660)

  • U.S. Citizenship
  • English language proficiency
  • Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe- accredit.org/.
  • Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
  • Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
BASIC REQUIREMENTS FOR PHYSICIAN (SR-602)
  • U.S. Citizenship
  • English language proficiency
  • Current, full, and unrestricted license to practice medicine in a State, Territory, or Commonwealth of the United States or in the District of Columbia. The Physician must maintain a current registration to continue employment with the VA. Provide proof of this license in the application practice.
  • Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of VA for the year in which the course of study was completed.
  • Residency Training. Physicians must have completed residency training or it's equivalent, approved by the Secretary of the Department of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.
BASIC REQUIREMENTS FOR NURSE (SR-610)
  • U.S. Citizenship
  • English language proficiency
  • Master Degree in Nursing, or an equivalent degree.
  • Current, full, and unrestricted license to practice nursing in a State, Territory, or Commonwealth of the United States or in the District of Columbia.
BASIC REQUIREMENTS FOR HEALTH SCIENCE OFFICER (SR-601)
  • U.S. Citizenship
  • Successful completion of a Masters degree or higher course of study in an accredited college or university in an academic field related to health care or administration of health care related to the work of the position (e.g., health informatics, analytics, or compliance).
  • No license required for the Health Science Officer series.
DEMONSTRATED LEADERSHIP EXPERIENCE:

Applicants must possess extensive leadership experience in the health care arena sufficient to qualify for the equivalent of a senior executive equivalent position within the Federal service. In addition, the incumbent is broadly acquainted with clinical treatment modalities, administrative and clinical support systems and is knowledgeable about multifaceted health care delivery systems.

In addition to basic requirements, executive core qualifications are required for this position. Typically, these qualifications would be gained through education, experience and training which reflect progressive development and achievement in responsible management/executive level assignments in health care at a national or Network level, equivalent positions in a hospital/network/regional office or allied medical care facility, or executive positions in an academic institution. An individual's total experience and education must demonstrate the ability to perform the duties of the position. If you are currently a federal employee, this type of experience is typically found at positions at the GS-15 level and above.

1. Knowledge of mission, organization programs and requirements of national healthcare programs and the ability to manage and direct multimillion dollar programs at a national level.

2. Expertise in data analytics and/or informatics.
