Summary

The Human Resources Specialist services organizations in providing classification and position management assistance with organizational charts, workforce planning, organizational realignments; and performs a variety of analytical work to determine appropriate pay system, occupational grouping, and grade of positions.

Duties

Help

The Human Resources Specialist salary will be based upon duty station and locality pay once selected. Locality tables may be found at: 2023 Pay Tables

Positions located in the Anchorage, AK may be eligible for cost of living allowance (COLA) in addition to base salary. COLA rates may be found at: https://www.opm.gov/policy-data-oversight/pay-leave/pay-systems/nonforeign-areas/#url=COLA-Rates

As a Human Resources Specialist your duties will include, but are not limited to, the following:

  • Provides classification advisory services on all aspects of positions in the supported organization(s), analyzes and classifies positions descriptions, including writing evaluation statements.
  • Explains the Office of Personnel Management (OPM) standards, classification decisions, potential impact of position management and classification of other positions when delegating/redelegating duties within an organization.
  • Makes related position classification determinations such as exemptions from the Fair Labor Standards Act (FLSA), requirements for filing of financial disclosure documents, bargaining unit status, and supervisory status and captures that information for record keeping purposes on the official position description (PD) cover page.
  • Evaluates position management in assigned organizations within delegated authority and assists managers, supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills.
  • Conducts position reviews and desk audits of complex positions such as supervisory, lead, or mixed work positions. Interviews position incumbent, immediate and/or higher-level supervisor; reviews organizational information including organizational charts, mission statements, functional statements to determine organizational context of position; and may review sample work products produced by the incumbent or go onsite to observe the incumbent at work.

Qualifications

Only experience and education obtained by 03/17/2023 will be considered.

This vacancy will utilize a multiple step assessment process to determine the qualifications of applicants. The first step will consist of applicants completing an occupational questionnaire related to the major duties and competencies of the position. The second step will consist of applicant resumes being reviewed by a Subject Matter Expert (SME) panel for related position competencies against a pre-determined rating schedule. This process will determine the final rating of the applicant for possible referral to the hiring official for hiring consideration.

Minimum Qualification GS-11

  1. One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service. Examples of such experience may include: reviews and analyzing/assessing position management and classification program operations in accordance with Office of Personnel Management (OPM) Digests, Appeals, and Decisions; providing guidance to management in the areas of classification and position management; analyzing, evaluating and classifying positions to assign occupational series and grade; and classify position descriptions for General Schedule and Federal Wage Grade positions; ORC. A combination of education and experience as described in A and B above which together equals 100% of the requirement.
  2. I have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. I do not meet either A or B qualification descriptions above I have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR
  3. A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement.
Minimum Qualification GS-12

One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service. Examples of such experience may include: performing complex classification and position management assignments in accordance with Office of Personnel Management (OPM) Digests, Appeals, and Decisions; providing technical guidance to management in the areas of classification and position management; analyzing and interpreting classification regulations to resolve issues; and preparing and classifying position descriptions for General Schedule and Federal Wage Grade positions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

  • Ability to communicate with managers and leadership regarding HR subject matter. Skill in making clear and convincing oral presentations to individuals or groups, listening effectively and clarifying information as needed; facilitates an open exchange of ideas and fosters an atmosphere of open communications.
