This position is located at the Zuni Comprehensive Community Health Center, Division of Nursing Services, Department of Obstetrics, Zuni, New Mexico. This position reports to the Director of Nursing. The purpose of this position is to provide direction, leadership and management of the Obstetrical Unit and supervision of assigned staff. In addition is responsible for total house supervision of all patient care areas. Work is on rotational assignment of days, nights, weekends and holidays.

  • Leadership: Provides administrative and technical supervision to assigned staff. Assigns, schedules and directs the work activities; approve or disapprove leave, develops and evaluates work performance; resolves complaints; effects minor disciplinary measures and recommends other action in more serious cases. Reviews, develops and implements nursing policies and procedures.
  • Program Responsibilities: Responsible for the day-to-day activities of the obstetrical nursing unit. Assists in the orientation process of new personnel and evaluation of nursing competencies. Prepares, compiles and submits reports as required.
  • House Supervisor: Responsible for the administration of the total hospital operations after normal business hours including holidays and weekends.
  • Direct Patient Care: Serve as the senior obstetrical nurse by providing comprehensive nursing care to the ante, intra and postpartum patients; administers medications; operate variety of obstetrical equipment. Provide nursing care to newborn infant during recovery and post recovery.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):
Education: A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Experience: The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field; or
At least one full year of professional nursing experience (equivalent to "see below") and possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program.

  • Candidates currently in OB/GYN at Zuni Service Unit must have had at least 52 weeks of professional nursing experience equivalent to at least the GS-10 grade level.
  • All other candidates must have had at least 52 weeks of professional nursing experience equivalent to the GS-9 grade level.
Professional Nursing Experience: Experience in providing guidance to nursing personnel; review and/or revise policies and procedures; manage special projects, develop staff schedule, assist with mediation of staff conflict, etc. Experience in providing nursing care to ante, intra, postpartum and newborn patients, nursing care to include: administering critical medications; performing cervical checks for dilatation, effacement, station, presenting part, position, status of membranes; operating equipment such as, but not limited to, fetal monitor, bilirubin lights, telemetry, panda warmer, intravenous fluid pumps, newborn hearing screen; and interpreting fetal monitor strips.

Public Health Service (PHS) Licensure Policy: Each PHS Nurse must possess and maintain a current valid, active State licensure/registration as a professional nurse.

Time In Grade

Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption.
