This vacancy is also being announced concurrently with vacancy announcement FRTIB-23-DE-021-11858484 under Delegated Examining procedures. NOTE: Applicants must apply separately for each announcement in order to be considered. The major duties of this position, which are performed in an institutional asset management client setting are:

  • Provide investment expertise and assistance to identify and resolve investment and asset management problems.
  • Perform complex mathematical operations and complex excel spreadsheet work on investment management related issues.
  • Plan, develop, coordinate, and implement performance monitoring, cash flow analysis, investment management policies and strategies, and design and implement strategies and techniques to achieve objectives.
  • Coordinate and monitor the efforts of investment managers to optimize their contributions to the overall investment results.
  • Monitor and analyze all transactions, cash flow, fees, and other data resulting from any investment manager's efforts on behalf of FRTIB and create reports as needed.
  • Maintain periodic comparison of indices of return for various asset classes and relate achieved and projected returns to benchmark indices.
  • Develop, initiate, maintain, and revise policies and procedures for the compliance program and its related activities to prevent and detect illegal, unethical, or improper conduct.
  • Participate in final determination of investment policies.
  • Attend and/or represent the Organization at meetings, conferences and events that relate to areas of responsibility.
  • Maintain contact and monitoring of prospective investment management firms to determine and evaluate the techniques and resources available to meet the Organization's future needs.
  • Participate in and help conduct studies related to the present state of investment management and the application of various state-of-the-art strategies, products, and techniques to further objectives.
  • Participate in designing and implementing innovative and far-reaching strategies and techniques to achieve critical investment objectives.
  • Establish and maintain effective relationships with management officials and professional/technical specialists in other areas in order to effectively plan, manage, collaborate on, and integrate investment program activities.
  • Conduct and coordinate investment manager selection and reviews, transition management, custodian evaluation, securities lending evaluation, risk management, performance reporting, and other similar matters.
  • Perform due diligence of external investment managers, including reviewing portfolio holdings and strategies, monitoring securities lending programs, monitoring custodian programs and analyzing performance and compliance with investment guidelines.
  • Perform periodic performance reviews of investment managers and evaluations of prospective managers.
  • Report progress as needed to senior management by preparing timely, periodic statistical analyses of various alternatives and their impact on objectives.
  • Perform program administration and management duties for senior management or other Financial Analysts with administrative backup and assistance as required.
  • Review and respond to written and oral inquiries from asset management plan participants relating to investments to help resolve exception processing cases.
  • Performs other duties as assigned.

Probationary Period. One-year probationary period may be required.

Background Suitability Investigation. Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a federal suitability or security clearance. Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade Requirement, which is 52 weeks of federal service at the next lower grade, GS-9 for GS-11, GS-11 for GS-12 and GS-12 for GS-13.

Qualifications

To qualify for this position, applicants must meet the Basic Experience and Specialized Experience as described below.

Basic Experience: Successful completion of an undergraduate or graduate degree in an accredited college or university with a major study in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
OR
Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.

Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level, GS-09 for GS-11; GS-11 for GS-12; and, GS-12 for GS-13, in the federal government. Specialized experience is defined as:
GS-11: One year of specialized experience equivalent to the GS-9 grade level in the Federal service. Such experience includes working in a major institutional asset management vendor setting, a major private, public, or non-profit sector institutional asset management plan sponsor setting, or in an investment consultant setting for major institutional asset management assignments; demonstrated high comfort level with statistical methods, complex mathematical operations and complex excel spreadsheet development work, making a business case verbally and in writing; and substantial experience in one or more of the following: investment consulting, accounting, fund accounting, financial analysis, financial audit, statistics, econometrics, budgeting, securities markets, investment portfolio management, portfolio analysis, analyzing investment portfolio performance and attribution, portfolio support, asset allocation, investment evaluation, investment operations and/or settlements, trading, research, modeling and forecasting.
OR
Ph.D or equivalent doctoral degree in a field that provided the knowledge, skills, and abilities necessary to conduct the work of this position. Such fields include finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
OR
Completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree, or LL.M. in a field (see above) that provided the knowledge, skills, and abilities necessary to conduct the work of this position.
OR
A combination of specialized experience as stated in this announcement and higher level graduate education in an appropriate discipline that, when combined, equal 100% of the total requirement. GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal service. Such experience includes working in a major institutional asset management vendor setting, a major private, public, or non-profit sector institutional asset management plan sponsor setting, or in an investment consultant setting for major institutional asset management assignments; demonstrated high comfort level with statistical methods, complex mathematical operations and complex excel spreadsheet development work, making a business case verbally and in writing; and substantial experience in two or more of the following: investment consulting, accounting, fund accounting, financial analysis, financial audit, statistics, econometrics, budgeting, securities markets, investment portfolio management, portfolio analysis, analyzing investment portfolio performance and attribution, portfolio support, asset allocation, investment evaluation, investment operations and/or settlements, trading, research, modeling and forecasting.

GS-13: One year of specialized experience equivalent to the GS-12 grade level in the Federal service. Such experience includes working in a major institutional asset management vendor setting, a major private, public, or non-profit sector institutional asset management plan sponsor setting, or in an investment consultant setting for major institutional asset management assignments; demonstrated high comfort level with statistical methods, complex mathematical operations and complex excel spreadsheet development work, making a business case verbally and in writing; and substantial experience in three or more of the following: investment consulting, accounting, fund accounting, financial analysis, financial audit, statistics, econometrics, budgeting, securities markets, investment portfolio management, portfolio analysis, analyzing investment portfolio performance and attribution, portfolio support, asset allocation, investment evaluation, investment operations and/or settlements, trading, research, modeling and forecasting.

*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Financial Analysis: Knowledge of and skill in the theory and practice of finance, in order to plan, coordinate, and oversee a broad range of investment management activities.

Financial Policy: Skill in developing and applying Agency policies and standards, and applying advanced knowledge of complex and sensitive issues in order to develop and evaluate alternative and innovative investment strategies and approaches.

Partnering: Expert skill in interacting with individuals within and outside the Agency on sensitive issues, and serving as an effective/contributing team leader or member.

Project Management: Expert organizational and project management skills in order to provide effective planning, direction, coordination, and development of personnel involved in special projects/teams critical to the financial investment functions of the Agency. Expert knowledge of and skill in project management practices for planning, directing, scheduling, and advising on multiple projects, activities, and accomplishments.

Written Communication: Ability to prepare and present technical financial and investment analyses to senior officials and other personnel, and to make sound recommendations on investment and asset management.

  • Flexible work schedule options. The FRTIB offers three flexible work schedules, the Gliding Schedule, the Flexible 5-4/9 Schedule, and the Maxiflex Work Schedule. All work schedules allow for an arrival time between 6:00 and 10:00 am. Employees on the Gliding Schedule work 8 hours. Employees on the Flexible 5-4/9 Schedule work eight 9-hour days and one 8-hour day in each biweekly pay period, and receive one scheduled day off. Employees on the Maxiflex Work Schedule work between 4 and 10 hours per day, and core work hours apply; the latest departure time under Maxiflex is 8 pm.
