Summary

This position serves as a Human Resources Specialist. The incumbent will serve as a member of the Office of Management (OM), Human Resources Management Division (HRMD), whose mission is to provide advice and support to Senior OIG management on all human resource matters, including recruitment and selection, compensation, position classification and position management, employee relations, personnel security, employee benefits, and organizational management.

Duties

Help
  • Provides difficult and responsible management advisory services requiring an expert level of technical knowledge and skill with respect to compensation determinations, delegated examining, recruitment, employment, qualifications determinations, etc.
  • Analyzes, interprets, and implements laws, regulations, policies, and guidance involving pay administration, and advises management on the use of compensation flexibilities to enhance recruitment, management, and retention of employees.
  • Advises OIG officials regarding technical and operational aspects of these program areas, providing alternatives for solutions to problems involving interpretations of laws, regulations, executive orders, and agency policies.
  • Conducts extensive problem-driven studies concerning organizational and position management considerations.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

SPECIALIZED EXPERIENCE:

Applicants must have one year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. For this position, specialized experience is defined as mastery of, and skill in applying, advanced HRM principles, concepts, regulations, and practices of the specialties of classification, position management and organizational design, examining, recruitment, employment, and staffing, as well as analytical methods and techniques, and seasoned consultative skill sufficient to resolve complex, interrelated HRM problems and issues and to provide expert HR management advisory and technical services on substantive organizational functions and work practices



FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. FOR GS-13: One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
