This position is located in Management Services, Customer Strategy Directorate, Organizational Effectiveness Group (AJG-C1). This group is the Air Traffic Organization's (ATO) shared service provider focused on organization development practices and strategies to help increase organizational performance and to facilitate change. This Group expands the efficiency and effectiveness of ATO’s people and offices through both, strategic and tactical partnerships.

Duties

Help

The Psychologist applies professional knowledge of psychological principles, theories, methods or data to evaluate practical situations, organizational behavior and performance challenges to develop a planned approach to change within the ATO. Identifies job requirements and assesses staff for their ability to meet those requirements. Examines the relationships among employees and how it affects both employees and business performance. Works with clients to guide them in understanding and diagnosing complex, interrelated organizational and business challenges/needs and the root causes. This work affects the overall organizational health and effectiveness of the ATO.

The principal technical specialist leads multi-disciplinary project management teams on Organizational Development (OD) process improvement/change management projects involving client relationship building and team start-up. Applies comprehensive technical knowledge of organizational development and change management principles to define and adopt corporate strategies, structures, procedures and technologies, and to handle changes in external conditions and the business environment. Assists in developing and creating organizational-wide effectiveness by challenging and changing current practices.

Uses skill conducting complex research projects, the Psychologist leads comprehensive and conceptually related initiatives and programs within a specific organization. Has an understanding of new and innovative approaches, methodologies, and/or techniques , to solve complex problems and create improved technical processes or systems for upward employee feedback to design appropriate learning strategies, close cultural gaps, and inform executive management. Conducts background research and collecting data to maximize the collective efforts of all people involved in the change, and to minimize the risk of implementation failure. Develops models and methods of research and analysis to review initiatives and strategies for organizational effectiveness, and to report on the success of intended outcomes.

The Psychologist applies experience developing and implementing change management solutions to include embedding collaborative skill sets, and leveraging best practices to drive cultural transformation within a technical work environment and/or systems. Conducts studies and surveys to analyze business needs and to identify performance and cultural gaps to determine the root cause, including skills and knowledge deficiencies with managers and teams at all levels of the organization. Identifies key issues and challenges. Prepares complex research findings, which documents the results and recommend change to policies, procedures and management systems. Ensures that all organizations are aligned to ATO vision, mission and goals.

Contacts are internal and external to Management Services. Often represents the Federal Aviation Administration as a point of contact on OD processes that increase engagement, address real-time challenges, and improve the way business is done. Communicates results of work group meetings and studies to senior management throughout the ATO. Applies skill facilitating multi-disciplinary project teams to evaluate organizational design to increase efficiency and effectiveness. Presents briefings to obtain consensus/approval of policies and results of studies. Uses experience strengthening alignment across programs and institutionalizing processes to advance long-term organizational goals, deliver immediate needs, and to facilitate delivery of customized solutions. Coordinates significant technical matters with external groups such as the National Air Traffic Controllers Organization (NATCA).

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as:

Experience implementing change management solutions within a technical work environments/systems.

AND

Experience conducting background research and collecting data to maximize the collective efforts of all people involved in the change, and to minimize the risk of implementation failure.

Applicants must meet the qualification requirements for PSYCHOLOGIST: applicant must have successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's degree or higher that included a major in Psychology or equivalent for all specializations except Clinical Psychology and Counseling Psychology.
