Summary

Serves as the Open Data Program Manager. Provides both strategic and operational expertise and leadership on matters relating to the development, governance, use, and maintenance of MCC's data assets using the OPEN Government Data Act's foundational principles as a guideline.
Assists with developing and executing an executive data strategy that adheres to the Evidence Act. Leads the coordination, implementation, and evaluation of current and future data strategy projects.
Acts as the Product Owner on data asset development matters by prioritizing work for the Data and Analytics product team, representing MCC's stakeholder interests, and liaising between the technical team and the business.
Designs, manages, and improves systems that enable data driven decision-making and data innovation at MCC. Builds MCC's centralized agency analytics capacity and creates tools and platforms that enable demand-driven data use across MCC and for the public.
Ensures that MCC maintains its high ranking on the Publish What You Fund Aid Transparency Index by providing expertise, guidance, and operational support to comply with indicators on the scoring methodology.
Works closely with staff to ensure compliance with all applicable federal regulations related to software development, the Evidence Act, and the OPEN Government Data Act.
Serves on behalf of the Chief Data Officer (CDO) as the deputy CDO, in the CDO's absence or as requested.
Must be able to obtain and maintain a federal security clearance

Qualifications
Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3B (GS-14) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: providing strategic and operational expertise and leadership on matters relating to the development, governance, use, and maintenance of data assets using the OPEN Government Data Act's foundational principles as a guideline; experience in large-scale data collection, analysis, and reporting; and leading a software development team that uses the Agile software development methodology to deliver data and analytical assets to an International Development agency or organization.
