The Chief Nurse, Outpatient/Specialty Care is a registered professional nurse who is accountable to the Deputy Associate Director, Nursing and Patient Care Services for the oversight of all nursing care provided in our specialty clinics and emergency department. He/she provides expert knowledge and care to patients who are critically or emergently ill or involved in special procedures. As a registered nurse, he/she is also responsible for contributing to the establishment and implementation of evidenced-based nursing standards of practice and outcomes. In collaboration with the interdisciplinary team, he/she creates a positive work environment which enhances the interdisciplinary delivery of care based on patient needs. He/she works closely with utilization review and patient flow teams to ensure patients are discharged appropriately.

The Chief Nurse, Outpatient/Specialty Care has substantial and continuing responsibility and accountability for planning, organizing, directing and controlling issues which include managing day-to-day operation of the outpatient/specialty care units, responding to internal and external communications, maintaining knowledge of and communicating standards of practice and care and accreditation standards, coordinating services within outpatient/specialty care efforts to meet those standards, and developing systems to enhance overall operations and communication within specialty/outpatient services and with all other services in the medical center. The incumbent participates in the Quality Management program to promote quality nursing care within the framework of the philosophy, objectives and allocated resources for Nursing and Patient Care Services.

The Chief Nurse, Outpatient/Specialty Care is responsible for administrative functions of his/her assigned nursing units/programs. He/she functions as an administrator, educator, and consultant utilizing management theory in collaboration with Patient Care Service and other services. Must establish and maintain effective relationships with all levels of medical center personnel and relate effectively with customers, families, and the community as well as program and service leaders at the local and network levels. Key relationships with staff are needed to (1) Assist nurse managers and advanced practitioners to carry out the functions and activities expected of them, (2) Contribute ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of nursing organization-wide, (3) Assist in policy-making activities as related to customer service and the overall functioning of administrative and clinical programs, and (4) Collaborate with other health care staff to establish and maintain programs that cross service and/or discipline lines and influence organizational mission and health care.

The incumbent works closely with the all other Chief Nurses to create systems for reporting data that measure outpatient/specialty care productivity, workload, and quality. The incumbent oversees use and maintenance of these systems and works closely with the Chief Nurse colleagues for nurse staffing and resource management. The incumbent is responsible for oversight of the outpatient/specialty services to include the Emergency Department, Medical, Surgical Clinics, Infusion Clinic and Dialysis and acts as Deputy Associate Director for Patient Care Services and Associate Director for Patient Care Services when necessary. The incumbent works closely with the Chiefs of Medicine, Surgery, Mental Health, Emergency Medicine, Cardiology, and Oncology to develop programs that assure outpatient/specialty care patients receive optimal care that meets and exceeds local and national standards of care. The incumbent works with executive level staff of other services at the local and network level to assure seamless patient care throughout our system.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience: While not a requirement for consideration or selection, applicants with the following preferred education/experience are highly desirable. The supporting application must clearly identify the preferred experience, if applicable.
  • MSN or Advanced Healthcare or Business Degree
  • 5+ years of Specialty/Outpatient Experience
  • 2+ years Nurse Manager or Civilian equivalent
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and advanced certification desired, and approximately 3-4 years of nursing practice/experience.
Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects will be required. The RN is expected to push patients on stretchers as part of the daily routine. The incumbent may be exposed to infected patients, bio-hazardous material and contaminated materials and may be required to don protective clothing. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient.
