Help

Practice of an executive nature, comprised of complex leadership and administrative components, associated with critical heath care issues and activities that influence the organizational mission, health care, and policy (VA Handbook 5005, Part II, Appendix G6).

The ACN is accountable to the ADPCS for primary assistance and management of patient care, human and material resources, and operations within Nursing Service. They are responsible for assisting the ADPCS with planning, organizing, directing, controlling, and implementing cost effective nursing care programs. They collaborate with clinical, administrative, and managerial personnel to identify and resolve problems. In the absence of the ADPCS or other Associate Chiefs, assumes specific responsibilities as delegated. The incumbent performs duties of the position in a manner that is appropriate to the ages of patients/families served. The veteran population ranges from adults 18 years and over through the geriatric life span.

Role responsibilities and accountabilities also include demonstration of knowledge and skills necessary to facilitate and maintain care appropriate to the age related needs of patients served in the assigned area of practice. This knowledge includes understanding changes associated with aging and principles of growth and development relevant to the adult and geriatric population and for performing activities that reflect the educational, experiential and competency requirements

Typical duties include but are not limited to:

  • Uses analytical framework, such as the nursing process, to create an environment that facilitates the delivery of care.
  • Coordinates and evaluates integrated programs or demonstrates clinical excellence in management of population groups.
  • Provides leadership in addressing ethical issues that impact patients and staff in or beyond the organizations and the local health care community
  • Designs, modifies and implements systems compatible with professional standards and with the mission and goals of the organization to improve the cost-effective use of resources.
  • Demonstrates sustained accountability and responsibility for planning, developing, analyzing, implementing and evaluating an integrated program of education for nursing staff
  • Uses current trends and relevant theory to identify and analyze problem areas in program.
  • Plans, develops and implements programs that ensure nursing staff maintain relevant competencies and design programs that benefit patients, families and communities. Utilizes current trends and relevant theory to identify and analyze practice areas for improvement.
  • Assures continuous implementation and achievement of standards for professional practice as measured by regulating agencies.
  • Applies standards of clinical practice, administration, and education in daily practice
  • Demonstrates leadership and serves as a consultant for Nursing or other Medical Center staff on professional and/or ethical issues.
  • Assists others in use of the ANA Code for Nurses and the VA Patient Bill of Rights as guides for ethical decision-making practice.
  • Assumes leadership in applying ethical principles to resolve substantial ethical dilemmas in practice; a strong advocate for protection of patient/family rights both individually and at an organizational level within the facility or at the local/regional/national level.
  • Maintains confidentiality of patient and staff information; adheres to medical center confidentiality policies.
  • Demonstrates cultural and ethical sensitivity through knowledge and practice of EEO principles.
  • Supports and executes the Medical Center/VHA goals and objectives.
  • Manages the resources (financial, human, material, informational) of a complex program of nursing education or service in a manner that applies professional standards of practice in the most effective, efficient method resulting in favorable outcomes.
  • Promotes effective staffing practices by maximizing the utilization of assigned resources through forecasting and anticipating personnel needs, in relationship to workload demands.
  • Identifies and applies cost-containment principles for established and forecasted programs and processes
  • Ensures all individuals under supervision are held responsible and accountable for prudent, efficient, cost-containment practices.
  • Develops staff for career progression
  • Forecasts new knowledge needs for changing practice environment/population groups.
  • Demonstrates leadership in developing productive working relationships with groups in other programs.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience: 5 years progressively responsible leadership; preferably within an ambulatory setting.


Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: The position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring Veterans and objects may be required. Staff may be required to don protective equipment in isolation situations or operative/invasive procedures. They may also be exposed to Veterans who are combative, secondary to delirium, dementia, or psychiatric disorders.
