Help

The Fish and Wildlife Administrator salary will be based upon duty station and locality pay once selected. Locality tables may be found at: 2023 Pay Tables

Positions located in the Anchorage, AK may be eligible for cost of living allowance (COLA) in addition to base salary. COLA rates may be found at: https://www.opm.gov/policy-data-oversight/pay-leave/pay-systems/nonforeign-areas/#url=COLA-Rates

A total of two (2) vacancies will be filled. One in Portland, OR, and Anchorage, AK. Additional questions regarding placement should be reserved for the interview process.


As a Fish and Wildlife Administrator your duties will include but are not limited to the following:

  • Responsible for leadership and coordination of the workforce of the program, setting performance requirements for senior (e.g., GS-14 and 15) personnel and performance expectations for lower-grade employees commensurate with the Fish and Wildlife Service strategic goals and objectives.
  • Fosters commitment, team spirit, and pride; and takes steps to prevent confrontation; values and fosters cultural diversity and is primarily responsible for creating an environment where culturally diverse people can work together; and fosters diversity through oversight of the program's staffing and employee development functions.
  • Serves as the Deputy Regional Director and on behalf of the Regional Director (RD) for complex negotiations and outside interactions, exercising the delegated authority of the RD in those situations; represents and speaks for the RD, and in some cases the Fish and Wildlife Service, to high-level government officials (agency head level and above), Regional executive officials, business leaders, the media, stakeholder and professional groups and Congressional members and staff.
  • Assures within the assigned program the proper use and tracking of fiscal and organizational resources, and maintains oversight and control over personnel management activities to attain organizational objectives.
  • Serves on the Fish and Wildlife Service's "Deputies team," a group of individuals charged with overseeing issues and resolving bureau-wide issues.
  • Manages and oversees regional program goals to include a full range of supervisory/managerial duties and responsibilities.

Qualifications

Only experience and education obtained by 04/03/2023 will be considered.

This vacancy will utilize a multiple step assessment process to determine the qualifications of applicants. The first step will consist of applicants completing an occupational questionnaire related to the major duties and competencies of the position. The second step will consist of applicant resumes being reviewed by a Subject Matter Expert (SME) panel for related position competencies against a pre-determined rating schedule. This process will determine the final rating of the applicant for possible referral to the hiring official for hiring consideration.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

GS-480 Education Requirement:

  1. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR
  2. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education; OR
  3. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.
Minimum Qualification GS-15

One year of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level (comparable to GS-14) in the Federal service. Examples of experience may include: Provides advice and recommendations on operations, budget, controlled correspondence and strategic planning; establishes relationships with key individuals and organizations to further the goals and objective of an organization; and managing a variety of issues and conflicts that affect a diverse group of customers.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
