Duties

Help
  • Develops and implements specific program activities within the Bureau that promote compliance with federal victim rights laws and Departmental and Bureau guidelines, and other applicable federal victim-related laws and policies.
  • Establishes and maintains mutual communications between the Bureau and Federal, tribal, state, local law enforcement, social service agencies and other organizations concerned with promoting the rights of crime victims under applicable law.
  • Plans, develops, directs and evaluates the training program for BIA, and tribal victim specialists and law enforcement officers as it relates to issues involving victims of crime and crime victim rights.
  • Designs, plans, and directs the dissemination of information pertinent to various crime victim protection laws, policy and programs on victim and witness related matters, and other relevant victim services.
  • Establishes program goals, objectives based on established policies, procedures and written directives in furtherance of the agency mission and goals.
  • Provides direct supervision to subordinate victim specialists located throughout Indian country; evaluates work performance of subordinates; and provides advice, counsel, or instruction to employees on work and administrative matters.
  • Develops long range budget plans and resource needs, and determines future requirements to promote the training programs.
  • Identifies staffing and recruitment needs, employee development, and performance management issues consistent with providing assistance to law enforcement and crime victims? access to rights and services.

  • This position is subject to both pre-employment and random drug testing as a condition of employment. Applicants will not be appointed to the position if a verified positive drug test is received.
  • The full performance level of this position is GS-14.
  • This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final.
  • An employee who does not satisfactorily complete this probationary period will be returned to position of no lower grade and pay than the position that they occupied before assuming their supervisory assignment.
  • Indian Affairs has determined that the duties of the position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
  • Salary listed is from the Rest of U.S. (RUS) Pay Scale.

Qualifications

GS-14: To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level performing all of the following: 1) assisted in the development and implementation of program activities (within a federal agency) that promote compliance with federal victim rights laws; 2) maintained communications between services and agencies promoting the rights of crime victims; and 3) established program goals and objectives based on agency mission.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
