Duties

Help

Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. In addition to supervision, performs work in one segment of a specialized function, such as classification, labor relations, employee relations, employee benefits, human resource development, equal employment opportunity, information systems, or HR support for military personnel as follows:

Recruitment and Placement: Establishes state manpower policies and directs their implementation within NGB policies and authorization.
Labor Relations: Advises both management and subordinates on matters pertaining to conduct and discipline, the labor management relations program, employee benefits and entitlements and contributions to the accomplishment of special programs.
Compensation: Oversees the establishment of state policies for use of compensation tools (e.g., highest previous rate, EDP/HD), and recruitment and retention tools.
Classification: Directs the administration of a position classification and position management program with authority delegated to classify local exception supervisory and non-supervisory positions.
Human Resource Development: Establishes and administers a system for determining and documenting training needs, evaluating training courses, assigning priority to training plans and evaluating training accomplishments.
Equal Employment Opportunity: Develops and administers the equal employment opportunity programs.
Employee Relations: Performs administrative, technical or evaluative work concerned with establishing and maintaining employer-employee relationships that contribute to satisfactory productivity, motivation, morale, and discipline.
Information Systems: Plans, operates and administers the operation of the Defense Civilian Personnel Data System.
Employee Benefits: Work that involves providing guidance and consultation to employees, former employees, annuitants, survivors, and eligible family members regarding retirement, insurance, health benefits, and injury compensation.

  • Must be a current Human Resources (HR) GS-0201-11 or 12 within the National Guard.
  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Participation in direct deposit is mandatory.

Qualifications

1. Experience will be used to determine qualifications for the announced position.

Must have experience in each of the following:
1. Currently have 12 months experience as a GS-0201-11 or be a current GS-0201-12.

2. Experience in career broadening human resources programs such as, leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigning work requirements.

3. Experience that includes training and guiding employees on human resources military and/or civilian programs and assigning applicable tasks.

4. Experience in managing people and human resources personnel business, that included leading, directing, and assigning tasks and projects to personnel.

5. Experience in working within merit principles, equal employment, and affirmative action guidelines.

6. Experience in structuring assignments to create viable procedures that resulted in measured and improved task processes.

7. Experience in creating and implementing improvements in mentoring programs and strategies; and, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies.

Education

Education cannot be substituted for Specialized Experience for this position.
