The incumbent serves as manager of the North American Breeding Bird Survey Program (BBS), an integrated scientific program in the Center's Species Population Dynamics and Surveillance Capability Team. The BBS has focused on supporting the collection, archiving, management, and dissemination of avian population change data for over 600 bird species in North America since 1966. This information is critical for developing effective bird science, management, and conservation practices, and ultimately, to fulfill the Department of Interior's responsibility of conserving our nation's natural resources. Conservation of these natural resources supports our nation's ecological integrity and provides significant socio-economic benefits.
As a Supervisory Biologist within the Eastern Ecological Science Center, some of your specific duties will include:
- Work with Center leadership, IMT Manager, USGS ACIO Office on strategic planning for modernization of infrastructure of the Breeding Bird Survey, including the data base management system, and web based interfaces, and to ensure adequate resources to manage and maintain systems through time.
- Plan, implement, coordinate, integrate, administer, and manage BBS research activities to facilitate efficient and effective science operations in support of the center's vision, mission, and goals.
- Manage BBS budget in BASIS+ to assure all funding and expenses are represented accurately to meet USGS, funding program, and center requirements.
- Lead, manage, and supervise 4-6 employees ranging from GS-5 to GS-12 levels, including day-to-day activities, performance plan development and management, individual development plans, training, time and attendance and other approvals consistent with DOI, USGS and center policies, as well as managing the activities of thousands of volunteers who collect BBS data.
- Provide input and support to Center leadership on potential integrated project team proposals, and identify BBS team leads and/or members in
achieving strong alignment of science program with Center priorities.
- Work closely with USGS and EESC communication specialists to ensure appropriate programmatic content of the BBS appears in outreach communications.
- Serve as a lead spokesperson for the BBS on partner, congressional and news media inquiries.
- Provide scientific and technical advice and guidance to participants, Tribal representatives, and management agency officials on regional, national,
and international scientific issues.
- Develop and implement BBS strategies to foster partner engagement, identify funding sources and cultivate partner champions in coordination with Center leadership and center's PEET Manager.
- Establish strong relationships and trust with partners within and external to USGS. Provide leadership in the development of co-produced BBS science projects with partners.
PHYSICAL DEMANDS/WORK ENVIRONMENT: Work is primarily sedentary, although laboratory and field work activities, and occasional travel, are an expected part of job. Work is performed primarily in an office environment with occasional activities involving research laboratories and field work across the U.S., including locations where hazardous chemicals and/or biological elements and inclement weather may be encountered.
Key Requirements:
BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Biologist, all grade levels.
A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. *OR* B. Combination of education and experience--courses equivalent to a major, as shown in A above (24 semester hours or the equivalent in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position), plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above.
For GS-13:
In addition to the basic education requirements as stated above, applicants must have one year of specialized experience at or equal to the next lower grade level. Examples of this experience may include, but are not limited to:
Examples of GS-12 level work may include: 1) planning and coordinating avian monitoring and research projects of considerable depth and/or breadth (e.g., multi-species/multi-partner, and state, regional, or national level) resulting in tangible product(s); 2) managing and interpreting ornithological related project data with novel and obscure problems; 3) developing new or significantly modified techniques, methods, or criteria for the collection, management and delivery of avian data; 4) planning and management of Information Technology systems (e.g., MS SQL Server database, web applications, smartphone apps) for the collection, management, and delivery of avian and related biological data; 5) providing advisory, planning, or reviewing services as a technical specialist on an avian conservation, research, or management issue; 6) building partnerships and attracting resources to accomplish project goals related to avian research and management. For examples 1-6, the work provided wide latitude for the exercise of independent judgment to perform scientific work of marked difficulty and responsibility.
