Duties

Help

As a Criminal Investigative Analyst, you will provide comprehensive expert advice and information to managers, supervisors and special agents. The work involves data collection and analysis, evaluation, and maintenance of information pertaining to OIG investigations. This work may include the following duties:

  • Collect, evaluate and report investigative information and evidence and independently identify potential vulnerabilities in GSA programs and operations that may constitute criminal, civil, and administrative violations.
  • Prepare factual chronological summaries of collected evidence and data on subjects, acts, events, and documentary materials, much of which may be inconclusive or unverified, in support of complex and lengthy projects and investigations.
  • Conduct investigative interviews of subjects and witnesses in criminal, civil, and administrative investigations involving allegations of employee misconduct or other matters under the authority of OIG.
  • Take investigative notes, and prepare investigative reports in compliance with OIG standards, policies, and practices.
  • Perform analyses to determine patterns of violations and identifying organizations and individuals, their associates and modus operandi.
  • Independently collect, review, analyze, and evaluate information pertaining to OIG investigations.
  • Testify in criminal, civil, and administrative proceedings.
  • Provide technical expertise on the development and implementation of the Criminal Intelligence program.
  • Apply a broad array of technical knowledge to identify fraud indicators, validate data, develop conclusions, and determine risk probabilities.
  • Utilize various software programs and GSA databases to gather, summarize, and analyze statistical data trends and criminal activities.
  • Maintain liaison with external organizations to facilitate appropriate information sharing and access to repositories of information maintained by other agencies.

Qualifications

The GS-13 salary range in Chicago, IL starts at $109,732 per year. The GS-13 salary range in Tacoma, WA starts at $109,546 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12level or higher in the Federal service. Specialized experience is experience performing criminal analysis to determine patterns of violations and the identification of organizations and/or individuals associated with fraudulent activity and their modus operandi. In addition, experience must include experience using of a variety software programs, e.g., SQL, ACL, MS Access, MS Excel, Maptitude, and/or i2 Analyst ' s Notebook; and, experience analyzing statistical data and/or programs and investigative activities. At this level, candidates must have demonstrated knowledge of investigative analysis techniques and proven ability to perform investigations.

The GS-12 salary range in Chicago, IL starts at $92,279 per year. The GS-12 salary range in Tacoma, WA starts at $92,123 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience determining criminal patterns and fraud indicators, using current and past situations to document patterns, validate data, develop conclusions, and determine risk probabilities. Experience must also include conducting investigative interviews of subjects and witnesses in criminal, civil, and administrative investigations.

  1. Knowledge of investigative research techniques, including analysis and evaluation of information in order to assist OIG investigator in their investigations. 
  2. Ability to formulate sources search strategies, identifying patterns/relationships linking various records such as financial, criminal, public and any other available information  that may be included as evidence in investigations. 
  3. Ability to independently apply a variety of criminological theories, intelligence resources, and complex statistical methods to investigations and research products. 
  4. Knowledge of current analytical computer applications and search and retrieval techniques and procedure
  5. Skill and ability to access, collect, examine, and analyze data, evidence, and other information from a wide variety of sources
  6. Ability to conduct highly-sensitive and complex investigative interviews, issue appropriate rights advisements, administer oaths, obtain relevant information, maintain investigative notes, write memoranda and reports, and provide briefings to senior managers and executives.  
  7. Ability to represent the OIG on issues relating to criminal analysis and research; establish and maintain working relationships and develop and enhance alliances; work in groups and teams; and ability to obtain understanding and support from management.
  8. Ability to prepare a wide range of reports, research projects, graphs, charts, visual presentations, and abstracts, as well as present findings of research in judicial proceedings, and at professional conferences, training sessions, and to senior management.
