Summary

As Director Office of Secondary Market Oversight (OSMO), you will be responsible for recommending and implementing policy governing the examination and supervision of the Federal Agricultural Mortgage Corporation (the Corporation) and its affiliates. OSMO provides for the examination, regulation and supervision of the activities of Farmer Mac to ensure its safety and soundness and the accomplishment of its public policy purpose as authorized by Congress. This position is in McLean, Virginia.

The Director Office of Secondary Market Oversight:

  • Plans, organizes, directs and controls the operations of the Office in accordance with the administrative management policies and procedures of the Farm Credit Administration (FCA).
  • Manages examination and supervision programs and activities that assure the safe and sound performance of the powers, functions and duties vested in the Corporation and its affiliates by the Farm Credit Act, subject to the policy direction and powers vested in the FCA Board (the Board).
  • Recommends and executes policy and provides for the general supervision of the Corporation to assure that the powers, functions and duties vested in it are performed in a safe and sound manner.
  • Initiates, manages and supervises the development of FCA policies and regulation for the Corporation.
  • Facilitates the Board's strategic planning processes related to the Corporation.

Qualifications

You may qualify at the VH-44 band level if you have one year of specialized experience equivalent to the VH-41 (GS-15) band level or higher. Experience may have been gained in Federal service or in equivalent public or private service and included activities similar to the following examples:

  • Experience in the following areas: policy and regulation analysis and development; risk control; financial and economic analysis; corporate and regulatory prior approvals; examination and supervision of financial institutions; capital markets; and mortgage finance;
  • Experience leading or managing a team performing work in at least one of the following areas: policy and regulation analysis and development; risk control; financial and economic analysis; corporate and regulatory prior approvals; examination and supervision of financial institutions;
  • Experience carrying out general management responsibilities for an office or organizational unit that includes formulation and execution of the budget, human resources management, and oversight of contracts and contractors;
  • Experience advising senior level personnel on regulatory policies, legislation, analyses, or operational issues important to accomplishment of organizational goals and objectives.
  • Experience planning, supervising, and executing all phases of examinations, including determining objective methods, guidelines, time limitations, staff requirements, and reporting; and
  • Experience directing, performing and evaluating the activities of examination staff to ensure examination activities are executed in accordance with risk-based examination.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.You must meet all qualification requirements and submit all required supporting documentation by the closing date of this announcement. There is no substitution of education for experience at the VH-44 band level.
