Summary

This position is located in the Office of Inspector General (OIG), Office of Management and Policy in the Division of Information Technology (DIT). DIT is composed of three Branches, the Branch of Information Technology (BIT); the Branch of Database Management and Applications (BDMA); and the Branch of Information Security (BIS). The incumbent will serve as the Chief Information Officer for the Division of Information Technology.

Duties

Help

1. Directs the development of OIG policies and plans for the introduction, distribution, use and evaluation of information technology, telecommunications, and video conferencing such as: hardware; software; integrated information systems; communication links and the effective, efficient and economical automation and delivery of OIG programs and services.

2. Oversees the application and adaptation of new and improved approaches to design, development, and implementation of data mining, data warehousing, and related data storage and retrieval systems.

3. Supports and develops implementation, operation and maintenance of the nation-wide OIG IT infrastructure, Internet/Intranet, and data communication systems.

4. Directs the development of policies and procedures governing IT security.

5. Provides technical guidance to establish the requirements and assure that the technical scope and terms of IT-related contracts are met.

  • No Permanent Change of Station funds (PCS) will be offered.

If applicable, applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of the announcement closing date.

Requirements for supervisors (Section 2638.103 of Title 5 of the CFR): Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency.  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception to this requirement.

Currently, implementation and enforcement of Executive Order 14043 have been suspended pursuant to an injunction pending further litigation.

Qualifications

At the GS-15 grade level applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.

Specialized experience may include but is not limited to Current or prior work in at least two IT unit such as:

1. Customer support (help desk); system administration; and/or web or application development.
2. Database administration and IT infrastructure governance.
3. Supervision or management of information technology staff members and/or contractors.
4. Oversight of new IT initiatives from beginning through completion.

Education

There is no substitution of education for the required specialized experience at the GS-15 level.
