Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Equal Opportunity and Civil Rights (OEOCR), Affirmative Employment Group (AEG).

As a Equal Employment Specialist, referred to here as Prevention of Workplace Harassment Specialist, you will develop and implement the Agency's Prevention of Workplace Harassment program while providing liaison services for CMS leadership.

Duties

Help
  • Performs program analysis and evaluation to ensure the program is operating as intended by determining effectiveness of current strategies, identifying alternative approaches, and tools for improving outcomes.
  • Provides information and expert guidance to Agency officials involved in the investigative process and closely monitors timeframes associated with the conduct of the investigation to ensure that the report is issued within the allotted timeframe.
  • Reviews the Investigation Plan (IP) before commencing the investigation and independently takes appropriate action to ensure the scope of the investigation is sufficient before it is launched, and reviews the Report of Findings (ROF) before issuance
  • Manages the full-range of contract responsibilities needed to maintain a neutral third-party investigations contract.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Processing or investigating harassment related complaints by applying case law, regulations, executive orders, or polices as applicable. 2. Providing analysis of research, laws, regulations and policies to formulate written legal documents. AND 3. Evaluate legalities relating to Prevention of Workplace Harassment (PWH) complaints to ensure compliance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
