The area of consideration for this position is all groups of qualified individuals within the civil service. The Assistant Inspector General for Strategic Communications and Programs (AIGSCP) works closely with the Inspector General and Deputy Inspector General in the day-to-day operations of the OIG and on special projects as necessary. The incumbent is a trusted advisor and resource and serves as the critical link in communication between the front office and OIG staff and stakeholders. The incumbent is responsible for key programs including communications, organizational development, internal controls, budget, enterprise risk management, and Diversity, Equity, Inclusion and Accessibility (DEIA) programs.
You must have the skills and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level, equivalent, or above. To meet the minimum qualifications of this position, you must possess and address each Executive Core Qualification (ECQ) and mandatory Technical Qualifications (TQ). We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; TQ responses must not exceed one (1) page per MTQ. A. MANDATORY TECHNICAL QUALIFICATIONS (TQs)
TQ 1. Demonstrated ability and or experience in collaborative strategic planning such as: working across organizational entities; restructuring/reorganizing offices; responding to external and internal surveys, changing regulations, and hiring authorities; building programs focused on Diversity, Equity, Inclusion and Accessibility; analyzing alternative courses of action; communicating results and/or an effective way forward; and implementing decisions to meet mission needs.
TQ 2. Proven and demonstrated skills in verbal and written communication for a wide variety of audiences and topical areas including technical, non-technical, executive and non-Government entities.
TQ 3. Experience leading and directing projects: demonstrated experience planning, managing, and implementing ad-hoc projects, including defining scopes, project resources, goals, and deliverables. Experience with implementing and managing change when necessary to meet Agency/project output; and with leading issue identification and resolution and working with multiple projects simultaneously.
TQ 4. Experience representing the organization and building consensus among various stakeholders at all levels and across an organization, including defending controversial decisions on a variety of policy matters in meetings, conferences, and other interactions with senior officials.
TQ5. Experience providing legal counsel to agency leadership in a government setting. Demonstrated experience advising senior agency leadership on a host of legal issues, drafting legal memoranda, and representing the agency to various legal bodies including but not limited courts of various jurisdiction, administrative law judges, etc.
