Summary

As an Industrial Operations Analyst, you will implement overall industrial operations and contract administration.

Location: Federal Acquisition Services (FAS),  Integrated Workplace Acquisition Center, Contract Administration Branch. 

This Division is responsible for critical risk management functions across FAS acquisition programs to promote consistency and maximize value to customers and industry partners.

Duties

Help

Virtual position, but must be located within CONUS.

The major duties of the Industrial Operations Specialist, GS-0301-12, include but are not limited to the following:

  • Verifying contractor compliance with contractual terms, conditions, and requirements, and evaluating/measuring contractor performance.
  • Educating, guiding, and training contractors on contract requirements and expectations.
  • Frequently meeting with high level Contractor Management personnel to report findings and make comprehensive recommendations.
  • Using a variety of auditing methods to review and evaluate financial statements, invoices, journals, databases, and GSA contractor accounting practices relative to sales reporting and fee payment.
  • Performing evaluation and analysis of contractor production and quality assurance capabilities.
  • Ensuring proper pricing of products and services, effective use of financial systems, and adherence to contract terms and conditions.

We are currently filling two vacancies, but additional vacancies may be filled through this announcement in this or other GSA organizations within the same commuting area.

The GS-12 salary range starts at $82,830 per year.  If you are a new federal employee, your starting salary will be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. 

Specialized experience is industrial operations and/or quality assurance experience in performing or assisting in audit planning and preparation, execution, writing, and reporting; performing complex qualitative and quantitative analyses in assessing contractor processes, systems, and progress; and evaluation of data in a quality control management information system. This experience must demonstrate knowledge and application of the policies and principles of industrial operations, quality assurance, engineering, and contract administration as well as the ability to effectively communicate orally and in writing.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of Federal contracting, industrial operations, and quality assurance operations appropriate to resolve a diverse and complex range of quality assurance issues.
  • Skilled in identifying qualitative and quantitative techniques required to assess and monitor contractor processes and systems.
  • Knowledge of financial principles and software packages required to perform required auditing functions.
  • Ability to identify problem areas, conduct research, and evaluate technical data in order to make decisions or recommendations for actions based on consideration of all aspects of a problem.
  • Skilled in fact-finding and research methods and problem resolution skills required to gather technical and program data relating to compliance with national IOA quality assurance requirements.
  • Skill in oral, written and graphic communication required to provide technical guidance.
