The Chief Nursing Informatics Officer (CNIO) is a full-time position that reports to the Executive Director, Office of the Functional Champion, located within the Electronic Health Record Modernization Integration Office (EHRM-IO), within the Office of the Deputy Secretary of VA (DEPSECVA).

The CNIO is a top executive within EHRM and is a key member of the senior executive leadership team of the organization, involved in strategic planning, organizational assessment, and program development. The CNIO has the authority and responsibility for establishing standards of nursing practice and ensuring the continuous and timely availability of quality nursing services. He/she is the chief spokesperson for organized during services and is the catalyst for the integration and collaboration of nursing informatic with other professional disciplines and functional areas in the mutual achievement of patient-centered and organizational goals. Champions of High Reliability Organization with culture of safety founded on a systems approach to developing health care solutions based on prevention, not punishment, with collective mindfulness.

The incumbent provides leadership, consultation, and coordination for the transformation of patient care processes and outcomes within EHRM to support services to achieve Veteran-centered care across the continuum. He/she is responsible for nursing leadership on informatics teams and initiatives, representing the needs and requirements of the nursing and patient care/clinical support clinicians. The CNIO will take ownership of clinical information technology initiatives and lead teams to ensure optimal outcomes and adoption of new processes within the VHA.

The EHRM brings together VA staff with informatics, technical and analytics expertise from various disciplines to improve coordination, communication, standardization, and oversight of VHA informatics capabilities. EHRM will ensure the preparation for, the deployment of, and transition to, a new Electronic Health Record (EHR) within the Department of Veterans Affairs. The program will ensure that the process of deploying the new EHR is done in a manner that meets VA needs and enables seamless delivery of healthcare to Veterans and qualified beneficiaries.

Duties include, but are not limited to:

  • Provides executive management and strategic direction for the EHRM IO, including serving as an interface with executive management and external stakeholders, securing funding for program initiatives, and selecting and assigning Health Informatics staff.
  • Uses specialized knowledge and expertise to represent VA and VHA interests and activities to internal and external organizations involved in development of electronic health records and interoperability standards for health information exchange.
  • Develops and implements clinical informatics strategies that directly affect the quality and usability of VA and VHA health data and health information systems nationwide. Devises strategies and plans for implementation of emerging standards for electronic health records and interoperability.
  • Responsible for managing the development, implementation, monitoring, and evaluation of multiple programs. This includes setting long- and short-range goals, acquiring and allocating resources, developing policies and procedures, developing an approach and methods for evaluating program success and outcomes, and monitoring program execution.
  • Manages complex issues and events related to and oversees programs to identify trends in clinical practice, delivery models/environments, and their interrelation with electronic health records, personal health records, bar code technology, human factors and usability as well as health information exchange, internal and external to VHA.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/02/2023.

In order to qualify for this position you must meet the following:

  • Masters degree in nursing or related field with BSN (or a Bachelors degree in a related field in MSN obtain in a Bridge Program, no BSN required) from a school of professional nursing approved by the appropriate State agency, and accredited by either the National League for Nursing Accreditation Commission (NLNAC) or the Commission on Collegiate Nursing Education (CCNE) at the time the program was completed or a graduate of a foreign school of professional nursing with approximately five-six years experience OR In cases of graduates of foreign schools of professional nursing, possession of current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or in the District of Columbia with approximately 5-6 years of experience.
  • Applicant must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Preferred: Doctorate Level Education in nursing (PhD, DHA, DNP, or equivalent) from an accredited program, or a doctorate level education in health care related field from an accredited program with approximately 4-5 years of experience.

DEMONSTRATED LEADERSHIP EXPERIENCE:

Applicants must possess extensive leadership experience in the health care arena sufficient to qualify for the equivalent of a senior executive equivalent position within the Federal service. In addition, the incumbent is broadly acquainted with clinical treatment modalities, administrative and clinical support systems and is knowledgeable about multifaceted health care delivery systems.

In addition to basic requirements, the following technical and executive core qualifications are required for this position. Typically, these qualifications would be gained through education, experience and training which reflect progressive development and achievement in responsible management/executive level assignments in health care at a national or Network level, equivalent positions in a hospital/network/regional office or allied medical care facility, or executive positions in an academic institution. An individual's total experience and education must demonstrate the ability to perform the duties of the position. If you are currently a federal employee, this type of experience is typically found at positions at the GS-15 level and above.

B. TECHNICAL QUALIFICATIONS (TQ):
  • Demonstrated knowledge and experience in electronic health record deployment.
  • Demonstrated nursing leadership credentials and experience applied across a large integrated healthcare delivery system.
  • Demonstrated leadership in Nursing informatics.

Physical Requirements: Most of the work performance is at a desk, in an office setting. The incumbent often carries books and papers to and from meetings and conferences. It is highly likely that the incumbent may have to travel between office buildings for meetings, which will involve going outside during various elements of weather.
