  • Supervises up to 20% of the time - Duties listed below are at the full performance level.
  • Responsible for administrative oversight of all work performed at a nursery facility to ensure quality and quantity are maintained.
  • Formulates annual and long-range plans that identify objectives, production goals, and priorities for nursery operations, including seed extractory.
  • Develops project work plans, budget projections and identifies workforce and organizational needs in support of annual program of work.
  • Develops and manages the annual nursery budget, including Working Capital Fund (WCF), non-Forest Service appropriated and trust funds, and incoming funds from grants and agreements.
  • Ensures program expenditures are legal, meet charge-as-worked principles, congressional intent, and remain within established budget limits.
  • Continuously appraises and revises program goals and operations in light of changing factors such as client demand, economics, staffing, and technological developments.
  • Develops and maintains internal and external clients and partnerships in support of restoration, reforestation, conservation, and public education programs and activities.
  • Performs as a Contracting Officers Representative (COR) for services and materials provided in support of the nursery program of work.
  • Creates publications, reports, and provides technical training and advice on seed handling and plant propagation, including site visits to assess and identify seedling survival issues.
  • Oversees administrative studies in the fields of bare-root stock production, container stock production, seed production, seed handling and storage, and stock quality monitoring, and produces written reports of results.
  • Makes recommendations and takes steps to ensure that the -facility complies with the mandates of regulatory agencies such as OSHA, conducts safety training for nursery/extractory personnel including mandatory pesticide training.
  • Manages the operation of a regional seed extractory and seed bank, working closely with other agency seed banks, nurseries, and technical experts to develop relevant program goals and best management practices.
  • Determines seed processing and analytical equipment needs for implementing the program of work.
  • Maintains an awareness of new technological developments in seed processing, storage and inventory management, and ensures extraction operations are performed in accordance with current best practices.
  • Manage operations of a bare-root/container nursery to ensure the production of high-quality seedlings.
  • Develop long and short-term planting and production schedules based on client requests, seed availability and consulting with regional reforestation specialists to coordinate allocation of nursery stock.

Qualifications

Basic Requirement:

For the GS-0401 Series: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement.

Degree: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

For the GS-0437 Series: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement.

Degree: horticulture; or a related discipline of basic plant science that included at least 30 semester hours in the basic plant sciences, of which at least 16 semester hours were in horticultural subjects such as those dealing with the breeding, care, management, production, and post harvest handling of horticultural crops.

OR
Combination of education and experience: courses equivalent to a major in horticulture or a related discipline of basic plant science that included course work as shown in A above, plus appropriate experience or additional education.

Evaluation of Education: Courses in botany, plant physiology, plant taxonomy, plant pathology, genetics, agronomy, horticulture, and similar courses may be used to meet the 30-semester-hour requirement in basic plant sciences. The 16-semester-hour requirement in horticulture includes course work in basic horticulture and course work related to any of the recognized subject-matter fields of horticulture, i.e., fruits, vegetables, ornamentals, nursery work, seed production, or course work in related areas of science, such as micro-biology, entomology, plant pathology, plant physiology, or genetics that is directly related to horticultural work.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

For the GS-11 level: Applicants must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent Doctoral degree (coursework directly related to position being filled);

OR One year of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as three or more of the following: helped to provide administrative oversight of all work performed at a nursery facility to ensure quality and quantity are maintained; and/or assisted in formulating an annual and long-range plans that identified objectives, production goals, and budget projections in support of annual program of work; and/or performed as a Contracting Officers Representative (COR) or equivalent, for services and materials provided; and/or created publications, reports, and provided technical training and advice on seed handling and plant propagation; and/or helped to oversee administrative studies in the fields of bare-root stock production, container stock production, seed production, seed handling and storage and stock quality monitoring.

OR
An appropriate combination of specialized experience and graduate level education (beyond what is required for a Master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

For the GS-12 level: You must have one year of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as three or more of the following: provided administrative oversight of all work performed at a nursery facility to ensure quality and quantity are maintained; and/or formulated annual and long-range plans that identified objectives, production goals, and budget projections in support of annual program of work; and/or performed as a Contracting Officers Representative (COR) or equivalent, for services and materials provided; and/or created publications, reports, and provided technical training and advice on seed handling and plant propagation; and/or oversaw administrative studies in the fields of bare-root stock production, container stock production, seed production, seed handling and storage and stock quality monitoring.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
