Duties

Help

This position will be in GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC). The Office of Professional Services and Human Capital Categories (PSHC) is responsible for the strategic leadership, oversight, and management of FAS’s professional services, human capital services, and charge card management programs and contracts. Major duties include, but are not limited to the following:

  • Develops partnerships and networks with the federal acquisition community and industry to establish new business opportunities. Coordinates stakeholder requirements throughout the acquisition process. Prepares or assists customer agencies with statements of work/performance work statements/statement of objectives; provides industry with capability information; and/or coordinates with federal and private-sector stakeholders on the submission of offers/proposals. Conducts project management, including establishing reporting requirements, task progress, and deliverable due dates. Provides reports to management, as required.

  • Coordinates customer and/or industry requests relative to acquisition solutions to assist with general inquiries, training, or other facilitated conversations. Evaluates customer and/or industry performance, success, and participation in GSA contracts relative to the larger market to make engagement plans and update resources for customers and/or industry in order to increase success rates or participation. Builds relationships with customers, industry, communities of practice, and/or professional associations. Maximizes and strengthens relationships by understanding customer/industry expectations and perceptions; integrates customer and/or industry initiatives into PSHC operations and recommends changes to existing procedures and processes that will enhance vendor relationships and increase levels of customer service.In support of PSHC efforts to provide the highest quality service, summarizes customer and/or industry information and provides guidance to program/procurement officials regarding operational improvements, cost savings and/or "best practices" that could potentially be implemented based on expanded stakeholder alliances.
  • Acts as an analyst for customer and/or industry needs relative to service offerings within GSA. He/she performs a broad range of highly complex analyses to arrive at options and creative and effective solutions, including  conducting customer and/or industry surveys and feasibility studies to act upon improvements to administrative and technical services provided. These solutions are constantly evolving and can be regional, national or worldwide in nature. The solutions often necessitate the incorporation of multiple technologies, diverse platforms, distinct business needs and sometimes sensitive, controversial or unprecedented needs, due to rapidly evolving program changes or matters. Makes recommendations to management officials concerning the development of new external facing programs and analyzes and advises on the impact of said programs including, but not limited to industry councils in alignment with relevant directives, regulations, etc. Creates strategic plans relative to customer agencies and/or industry to increase engagement, business volume, and/or meet program objectives.

  • Conducts meetings with high level officials of industry and customer agencies to explain services, procedures and processes, and functions provided by the organization. The briefings conducted necessitate that the employee expertly navigate the conversation with audiences that can include a mix of technical and non-technical members, many of whom have specific business needs. To be effective in these situations, the incumbent relies on his/her expertise in technology, analytical matters, and communications to develop and present diverse materials, to answer questions that arise and to effectively persuade officials as to why GSA should be the provider of choice. Serves as a coordination and communication conduit to stakeholders in response to FAS directed special initiatives and projects.

  • Facilitation duties are regular and recurring leading to internal or external integrated project teams, program teams or leadership teams achieving specific objectives as described by a sponsor or existing process. Perceiving which requirements are amenable to facilitation, and pinpointing existing programs or formulating courses for use in support of the process. Encouraging respect for ideas voiced during facilitation and extracting varied insights from participants, while still steering conversations toward progress with stated objectives.

The GS-13 salary range starts at $98,496 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is experience demonstrating expertise in Federal acquisition, stakeholder engagement, and project management that includes responsibility for managing projects and serving as a technical authority in Federal Acquisition Regulations, and/or professional services areas. Such experience must include: developing project and/or task order requirements; providing technical acquisition advice; acquisition planning, conducting market research; training others; and managing stakeholder relationships.

  • Expert knowledge of government acquisition, procurement, and project management principles, practices, and processes utilized by customer agencies to conduct general business operations; recommend effective integrated technical solutions to meet customer agency and/or industry complex professional services related requirements, using acquisition knowledge to recommend acquisition strategies and advise customers on appropriate government contracting vehicles.

  • Knowledge of the acquisition program, its governing laws, regulations, methodologies, and/or policies to provide sound and authoritative technical guidance on all issues related to the assigned program.

  • Knowledge of and related ability to apply analytical methods, principles, and techniques required to receive, analyze, and resolve customer and/or industry requests and problems; conduct studies and analysis to arrive at solutions that can be nationwide or worldwide in nature; and organize and present complex analyses and issues in coherent products specifically designed to assist decision-making.

  • Ability to communicate both orally and in writing, as demonstrated by facilitation, coordination and meeting skills; relationship skills; apply facilitation skills and knowledge of approaches, tools, and techniques for working with individuals and groups in a constructive and collaborative manner; and prepare comprehensive recommendations in differing formats and adjust level of detail based on the nature of the audience in both formal and informal settings. Skill sufficient to speak and write convincingly to audiences including outside agencies and private sector representatives with divergent and conflicting views, on issues involved.

  • Knowledge of acquisition procurement regulations, acquisition terminology, acquisition planning and contract administration procedures and practices, agency regulations, and the missions/functions of other federal agencies to coordinate with vendors and user agency representatives on sensitive issues.

  • Ability to apply facilitation skills and knowledge of approaches, tools, and techniques for working with individuals and groups in a constructive and collaborative manner.
