Major Duties of this position includes but are not limited to:

  • Assesses the effectiveness of current processes and procedures; develops new policy and program management procedures; refines existing techniques and develops new approaches to the analysis of policy issues associated with the administration of the self-insurance and insurance carrier authorization requirements.
  • Implements policies, rules, regulations, and procedures for the effective and economical administration of the self-insurance and insurance carrier authorization requirements; independently analyzes and effect solutions to unique problems.
  • Processes applications and supportive data from employers to become self-insured, and following careful examination, recommends determinations of eligibility for the Director's approval.
  • Reviews the outstanding obligations of all authorized self- insured employers and carriers annually and the ratings of all authorized insurance carriers annually, in order to ascertain whether eligibility under the Act(s) should continue, that all conditions thereto continue to be met, and that security deposits are adequate to cover estimated future obligations.
  • Processes applications and supportive data from employers to become self-insured, and following careful examination, recommends determinations of eligibility for the Director's approval.
  • Represents the Program before public bodies and forums and defends the program policies and recommendations.

  • Requires a probationary period if the requirement has not been met.

If applicable, applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of the announcement closing date.

Qualifications

IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. WE WILL NOT MAKE ASSUMPTIONS REGARDING YOUR EXPERIENCE.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized experience is experience in, or directly related to, the line of work of the position to be filled, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must include all of the following:

1.) Applying workers' compensation legislation and related laws, regulations, program policies, procedures and operations practices (experience must show familiarity with the requirements, technologies, and methodologies used by claims examiners);

2.) Implementing policies, rules, regulations, and procedures for the effective administration and monitoring of workers' compensation self-insurance and workers' compensation commercial carrier requirements;

3.) Determining liable parties responsible for the payment of entitled workers' compensation indemnity and medical benefits utilizing workers' compensation laws and related Federal laws, court cases, and other similar materials to assist claims examiners.

There is no educational substitute for this grade level.
