Duties

Help

  • Mastery of acquisition, procurement and contracting laws, regulations, principles, methods and techniques in order to plan and manage the development and implementation of new policies, procedures and processes for application on an agency and governmentwide basis.
  • Provide principal policy advice to internal and external high-level representatives, such as serving as the principal advisor to the GSA Senior Procurement Executive. Establishes and maintains liaison at the highest levels with these organizations and groups to clarify views, coordinate acceptance of proposals and reconcile divergent opinions. 
  • Formulate and justifies expert, authoritative advice, guidance and counsel within GSA and to other agencies, businesses, and groups on acquisition policy issues of considerable consequence from policy, economic and political viewpoints. Identifies and analyzes acquisition process problems, trends, and emerging needs, and uses governmentwide information to assess policy impacts, effectiveness of alternatives, and to recommend improvements. 
  • Expertly communicates to justify new statutory initiatives to address unique problems, meet emerging acquisition needs, and resolve critical procurement process problems. Writes professional, succinct and clear deliverables such as responses to Congressional correspondence on complex and controversial issues, as well as drafts, testimony and presentations designed to obtain GSA goals and objectives.

  • Serve a one year probationary period, if required. 
  • Undergo and pass a background investigation (Tier 2 investigation level).

The GS-15 salary range starts at $136,908 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

The salary shown in this announcement includes Locality Pay. The Locality Pay will be determined once the selectee's duty location has been established.

1102 Qualification GS-13 and above:

You must meet the requirements in 1, 2, or 3 below:

1. All of the following: 

a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional or FAC-C Level I or DAWIA (Contracting) Level I or higher certification.Note: After September 30, 2023, you will need to submit the FAC-C (Professional) or DoD Contracting Professional certifications or you will need to request a waiver.
(b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

Specialized experience is one year of experience equivalent to the GS-14 in the Federal service. Specialized experience is experience in contracting or related positions and must have included: providing professional expertise in the interpretation and execution of contracting laws, regulations and policies; developing and implementing changes to contracting policies, procedures, and regulations; and evidence of professional potential, business acumen, drive for results, relationship building, and self-motivation to lead and manage complex, political and controversial projects.
