Help

This position requires the Program Analyst to administer and provide strategical and operational support; responsible for performing, managing, and facilitating work involving the divisions workforce management programs and human capital resource management initiatives.

The individual selected for this position will:

  • If you enjoy developing, analyzing and evaluating agency functions and activities; serve as an analyst on a variety of special studies and assignments in relation to workforce implementation and human capital initiatives, strategic goals and objectives. Join the Team!
  • If you wish to broaden your horizon in administrative management and enjoy leading others; provide strategic and operational support in the area of training planning, skills analysis, individual development, IT training and competency development and the deployment and implementation of these processes.   • If you have a desire to be involved with the people leading IT programs, systems and applications; apply automated office support systems, with particular emphasis on database and spreadsheet applications sufficient to prepare reports and analyses. Join the Team!
  • If you are a great communicator/facilitator to a variety of audiences; work directly with the Division Director and/or business unit leaders, team leads and program staff with respect to programs, problems and progress involving these issues. Join the Team!

This position is eligible for fully remote work anywhere within the 50 United States, District of Columbia, and Puerto Rico. There is no reporting requirement. The duty station is the authorized telework location (typically your home address) and locality pay is adjusted appropriately. You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-11/12.

Specialized experience for this position (GS-12) includes: supporting and contributing to the planning and implementation of administration of federal programs and initiative, including areas of strategic skills, program development, analytical information and data for decision making, process improvement, reports, audits and program management.

Specialized experience for this position (GS-13) includes: performing, managing, planning and facilitating programmatic and analytical functions of federal programs, including areas of strategic skills, program development, analytical information and data for decision making, process improvement, reports, audits and program management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience for this position.

Additional information

Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as a VEOA eligible which do not require time-in-grade/band.
