Summary

This position is located in the Office of Information Security, Bureau of Diplomatic Security (DS/SI/IS) Department of State. You will serve as the Director, Office of Information Security. The Office of Information Security is responsible for the Department's worldwide information protection programs, which include but are not limited to the protection of classified national security information; intelligence information, including Sensitive Compartmented Information (SCI).

Duties

Help
  • Ensures programs, plans, & policies are integrated into an overall plan of operation; works with subordinate Division Chiefs, providing continuity of leadership in assessing mission, work requirements, developing organizational and operational plans.
  • Administers Office worldwide programs and delegated authority to direct and evaluate program operations; translates objectives into specific projects, determining program emphasis; formulates, defends, and justifies personnel and financial resources.
  • Sets policy for organizations managed. Determines program emphasis and operating guidelines and understands and communicates agency policies and priorities throughout the Department of State (DOS).
  • Directs the certification and accreditation (C&A) of all Sensitive Compartmented Information Facilities (SCIFs) and SCI systems within DOS facilities worldwide; oversees the development and implementation of SCI systems policies and procedures.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

- Experience utilizing Federal statutes and authorities for the protection of classified National Security Information and intelligence information, including Sensitive Compartmented Information (SCI), and intelligence sources and methods.

- Experience developing budgets for U.S. Government programs and managing the resources strategically

 - Experience effectively interacting with senior officials throughout Federal agencies including the Intelligence Community, as well as Congressional committees.

 - Experience developing and effectively implementing long range strategies and organizational change management initiatives.

There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

- Knowledge of National security policies for the protection of classified information and controlled unclassified information (CUI).

- Knowledge of Intelligence Community (IC) policies and standards for the protection of SCI processed on Information Technology (IT) systems.

- Ability to interpret and apply knowledge of policy, legislation, and practices to administer key programs and assess overall program effectiveness.

- Ability to effectively communicate in writing.

- Ability to effectively communicate verbally.

- Knowledge of Federal appropriations laws and regulations.
