Summary

This position is located in the National Institute of Food and Agriculture (NIFA) in the Office of the Director. The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you will participate in annual reviews and the follow up activities to ensure 100% compliance in equal opportunity program functions both within NIFA and participating grant partners.

Duties

Help
  • Provides Equal Opportunity/Civil Rights technical consultative support and guidance to the State Land-grant University partners, as well as the Land-grant institutions in U.S. Territories.
  • Reviews and monitors NIFA grants to determine whether or not they meet equal opportunity requirements.
  • Provides technical support to recipients, assisting them with meeting equal opportunity requirements of the program.
  • Interprets affirmation action nondiscrimination statutes during field reviews, counseling, and mediating as necessary to achieve full and consistent compliance.
  • Leads and conducts, in concert with State with Land-grant Universities, compliance reviews, and evaluations of employment and educational programs.
  • Prepares responses through appropriate communications in relation to audits and reviews for relevant program officials and supervisors and appropriate offices in USDA.
  • Leads and conducts training at land grant partner institutions and at NIFA annual conferences (and as needed, to address issues or concerns). This also includes participating as a guest speaker.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower level in the normal line of progression for the position being filled.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience administering civil rights or equal opportunity laws or regulations for assisted programs through compliance reviews, interviews and reviews of records; analyzing Equal Opportunity Compliance data; and advising and monitoring activities which are subject to regulations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
