Summary

As a Property Disposal Specialist, you will manage, control and direct financial accounts for all property transactions and be responsible for the data systems control of personal property sales functions.

Location of position: FAS - Region 9 Personal Property Management (PPMD) Division.

Duties

This is a remote position but due to business requirements of the position, the selectee must reside in the Pacific Rim Region (AZ, CA, HI or NV). 

The duty station will be determined upon selection and will be located within the geographic area described.

  • Administers the flow of financial data to the centralized finance program office for assigned personal property sales transactions. Ensures deposit tickets balance with contract totals and researches transactions to resolve discrepancies. Ensures funding information, payments, and related elements are correct and in accordance with the national GSA sales rate structure and any special agreements with individual agencies and calculates the portion of sales proceeds properly retained for GSA as its fee for service. Ensures owning agencies receive complete information regarding disbursement of sales proceeds. Controls the receipt of funds from contract sales agents and directs action by contractors to resolve discrepancies. Initiates refunds to sales customers where necessary and determines from which funds refunds are to be paid.
  • Analyzes sales program income and expense reports to ensure that information reflects accurate financial data. Tracks and analyzes income and expenses by sale and alerts program management when it appears that costs are not being recovered. Makes recommendations to ensure continued financial viability of the sales program. Prepares reports for the supervisor or lead Property Disposal Specialist on sales program income on a regular basis.
  • Identifies any financial discrepancies (i.e. incorrectly credited income, misdirected proceeds) and works with the centralized finance program office to diagnose problems and develop appropriate solutions. Suggest changes to procedures and practices to the supervisor or lead to prevent recurrences of financial discrepancies.
  • Notifies the lead or supervisor of automated sales systems issues adversely affecting operations. Provides support to Disposal Branch teams to effectively use the automated sales system to lot property and control workload consistent with marketing and merchandising best practices.
  • Works with team leaders in the Disposal Branch to ensure that the teams have adequate support in the collection of sale proceeds, deposit of funds, and dissemination of information to the public. Notifies team lead or supervisor of problems in providing support due to overlapping sales or other similar reasons. Performs detailed financial analysis and forecasting on a continuing basis. Recommends changes and provides justification to support the management of financial accounts.
  • Plans and prepares sales of surplus personal property in accordance with supervisory or lead guidance. Sales may be by negotiation, auction, spot bid, sealed bid, or fixed price and include large quantities of highly specialized equipment and other commodities of personal property. Determines marketability of property, the target market, type of sale, and conditions related to the preparation of invitations for bid. Controls the amount and type of advertising under the advice of the supervisor or lead. Analyzes statistical data for individual sales reports and summary program reports. Ensures the development and establishment of upset prices under the advice of the supervisor or lead.

The GS-07 salary range starts at $46,696 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

The GS-09 salary range starts at $57,118per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

The GS-011 salary range starts at $69,107 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

  

GS-07:

To qualify, you must have at least one year of specialized experience equivalent to the GS-05 level or higher in the Federal service.

Specialized experience: is defined as experience that equipped the applicant with knowledge, skills and abilities to perform utilization, donation, marketing and related functions for excess and surplus personal property.

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such degree or a LL.B or J.D. if related in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Superior Academic Achievement:  (SAA) at the baccalaureate level is fully qualifying at the GS-7 level. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. To claim SAA, submit documentation of one of the following:

1.      Class standing -- You must be in the upper third of your graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

2.      Grade-point average (rounded to one decimal point) of:

    1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of your curriculum; or
    2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in your major field or the required courses in your major field completed during your final 2 years of the curriculum.

3.      Election to membership in a national scholastic honor society in one of the national scholastic honor societies listed by the Association of College Honor Societies.

OR

Combination of Education and Experience:  A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. 

  

GS-09:

To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service.

Specialized experience: is defined as experience performing property disposal work for excess and surplus personal property using principles and concepts associated with one or more of the following disposal functions: utilization; donation; sales/marketing.

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such degree or a LL.B or J.D. if related in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience:  A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. 

  

GS-11: 

To qualify, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service.

Specialized experience: is defined as experience performing property disposal work for excess and surplus personal property using principles and concepts associated with two or more of the following disposal functions: utilization; donation; sales/marketing.

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience:  A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of the GSA mission relative to property utilization and/or donation policies, procedures and programs, including practical knowledge of federal property management regulations, statutes and directives.
  • Knowledge of the procedures involved in the collection, reconciliation, safeguarding and deposit of Government funds.
  • Practical knowledge of the wide range of classes, characteristics, uses and acceptable conditions of a variety of types of property to identify, describe and ensure proper disposal and handling of items.
  • Knowledge of general computer operation and data processing requirements necessary to assure effective local coordination, operation, and problem analysis of the Sales Automated Systems (SASY).
  • Knowledge of agency and customer automated systems used to track, manage, and evaluate personal property data and related mathematical analysis skills to reconcile financial reports with input data and identify sources of discrepancies to manipulate the data within the system(s) using accepted statistical techniques and/or software applications.
