Duties

Help

As a Fish Biologist your duties will include, but are not limited to, the following:

  • Ensuring the appropriate application of highly specialized fishery equipment commonly used in fishery biology (i.e. electrofishers, nets, trawls, water sampling devices, etc.).
  • Summarizing and interpreting biological data and making recommendations.
  • Presenting the results of highly technical content at workshops, professional meetings and symposia.
  • Representing the Service and the Program to the public, sports groups, educational institutions and others and conducting outreach related to the Sea Lamprey Control Program.
  • Assisting in the development of annual plans that describe the field work required, tools needed, and sampling or control locations.
  • Coordinating and scheduling specific tasks of Program activities throughout the Great Lakes based upon workload and priorities.
  • Ensuring the proper use, care, maintenance, and safekeeping of equipment used in field operations.
  • Operating and assuring the maintenance and repair of motorized watercraft up to 26 feet, nonmotorized watercraft, ATV's, and vehicles with trailers.

Qualifications

Only experience and education obtained by 02/17/2023 will be considered.

To qualify for this position at the GS-5 grade level you must possess the Basic Requirement.
To qualify for this position at the GS-7 grade level you must possess both the Basic Requirement and Minimum Qualification.


Basic Requirement:

  1. Bachelor's or higher degree with a major in biological science that included (1) at least 6 semester hours (9 quarter hours) in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology, AND (2) at least 12 semester hours (18 quarter hours) in animal science subjects such as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess coursework in aquatic subjects may be used to satisfy the animal science coursework requirement when appropriate.). OR
  2. Combination of education and experience that includes coursework equivalent to a major in biological science (i.e., at least 30 semester hours / 45 quarter hours), of which a minimum of 6 semester hours (9 quarter hours) were in aquatic subjects and 12 semester hours (18 quarter hours) were in the animal sciences, as shown in A above, PLUS appropriate experience or additional education. The quality of the combination of education and experience is sufficient to demonstrate possession of the knowledge, skills, and abilities to perform the work of the position and is comparable to that normally acquired through the successful completion of a full four-year course of study.
Note: Applicants who satisfy the Basic Requirement above are fully qualified for a position in the 0482 Fish Biology occupational series at the GS-5 grade level.

Minimum Qualification [GS-7]
  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-5 in the Federal service performing work in or directly related to fish biology or aquatics. Experience may include conducting biological surveys or waters and evaluation biological data. OR
  2. A bachelor's degree in biological science as described above (i.e., degree in biological sciences that included at least 6 semester hours in aquatics subjects and at least 12 semester hours in animal science subjects) AND have documented Superior Academic Achievement. Superior Academic Achievement is based on (1) Class standing: is in the upper third of graduating class; (2) Grade-point average: earned a grade point average of 3.0 or higher out of a possible 4.0 as computed based on 4 years of education or as computed based on courses completed during the final 2 years of the curriculum; OR earned a GPA of 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or (3) Honor society membership: have been elected to be or is a member of a National Scholastic Honor Society recognized by the Associated of College Honor Societies (excepting freshman honor societies, which cannot be used to meet the requirements of this provision). OR
  3. Successful completion of one full year (18 semester hours OR the number of credit hours the school attended has determined to represent one academic year of full-time study) of progressively higher-level graduate education with a major study related to fisheries or aquatics. OR
  4. A combination of education and experience as described above which together equals 100% of the requirement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Capability: Much of the work is performed in a field environment, and involves arduous labor. The incumbent is required to be in excellent physical condition and capable of rigorous outdoor activities, including safely hiking over wet, rough, steep, or rocky terrain. Work requires frequent bending, stooping, walking, standing, working in cramped positions, climbing, and prolonged standing on concrete floors. Duties of the position occasionally require driving on unimproved roads, considerable walking on steep terrain (80 percent or more), working in water with boots or waders, walking through or working in heavily timbered areas (sometimes walking 5 or more miles), at times carrying heavy packs, lifting and moving objects over 50 pounds, bending, crouching, stooping, stretching, reaching, climbing, or other similar activities. The field work takes place outdoors during all seasons of the year, often under adverse weather conditions, with temperatures ranging from 20 to 100 degrees (F) and in very dry to rainy and snowy conditions. Field work is performed during the daytime, night, weekends, and holidays. The nature of the work requires an adequate sense of sight and hearing to safely perform the duties. Work requires incumbent to wear potentially uncomfortable safety equipment, including a negative pressure respirator for extended periods of time.

Medical Standards: Selectee(s) must meet medical standards to assure the ability to perform field work safely. New employees must pass a pre-employment medical examination and the incumbent(s) will require continued medical clearance through periodic medical examination. Also, the incumbent(s) will be subject to exposure of specific medical surveillance testing before and after field seasons. Retention is subject to satisfactory completion of a physical capability test immediately after entering on duty. The physical capability test will simulate the lifting, carrying, and emptying containers of lampricide (TFM, 50lbs). Failure to satisfactorily complete this physical capability test may result in the incumbent(s) being terminated from employment with the U.S. Fish and Wildlife Service.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

PCS INFORMATION: Yes, entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302-3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302-1.1 and 302-2.6. This vacancy will utilize a multiple hurdle assessment process to determine the qualifications of applicants.
