Summary

The Risk Manager is responsible for developing and managing the VA Central Ohio Healthcare System's Risk Management Program in accordance with regulatory agencies, VHA, and facility requirements. This includes interpreting VA handbooks and Directives related to Risk Management. S/he serves as a subject matter expert for risk management and assists the facility leadership team in developing strategic planning to reduce risks to the organization.

The Risk Manager Registered Nurse (RN) is a member of the Quality, Safety & Innovation Service responsible for managing the Risk Management Program including working with physician leadership in the management of the Disclosure process; responding to Congressional inquiries; review and revising program policies; oversight of the Enterprise Risk Management Program; conducting education related to the Risk Management and Peer Review concepts; completing reports and managing the Peer Review Program including completing the review of occurrence screens in accordance with regulatory, extremal review, VHA, VISN and Medical Center policy and Directive.

The Risk Manager fulfills the responsibilities of the position utilizing sound leadership and organizational skills. The incumbent is expected to draw on previous experience and develops creative approaches to the management of the Risk Management and Peer Review Program. The incumbent is to identify risk vulnerabilities through the analysis of data and implementation of performance improvement strategies. The Risk Manager is to be familiar with the accreditation process and be actively involved in the ongoing compliance assessment of the standards that are identified as Risk establishing a proactive program to assess these standards in an effort to prevent harm.

S/he performs data collection, evaluation of processes, critically analyzes data and creates action plans to meet the requirements of the Organizational Strategic Plan, Facility Performance Plan, External Peer Review Program, and any internally and/or externally reported patient outcome metrics. S/he is responsible for working closely with Service Line Leadership and staff to develop and implement performance improvement plans and activities to evaluate and improve the quality of patient care delivered.Responsibilities include but are not limited to the following:

  • The clinical risk management program includes all healthcare specialties to identify opportunities for clinical improvements and other special projects that may be identified.
  • S/he works closely with service chiefs and other leaders in planning, designing, integrating, implementing, modifying, and administering the Risk Management Program.
  • S/he demonstrates knowledge of current concepts and principles of quality improvement, the facility's performance improvement methodology and framework, and external review standards.
  • S/he is responsible for coordinating the Protected Peer Review (PPR) Program and Committee and related occurrence screening process.
  • S/he coordinates institutional disclosures and advises clinical service chiefs about clinical disclosures and documentation.
  • S/he coordinates management reviews for identification of deficits in clinical care/conduct with Veteran.
  • S/he coordinates Professional Standards Boards also known as Medical Review Boards for Credentialed and Privileged practitioners in the evaluation of care delivered.
  • S/he coordinates State License Board reporting in accordance with VHA Directive 100.18 for instances of identified deficits of care.
  • S/he coordinates Formal Fact Findings and Administrative Investigation Boards per VHA Handbook and Directive 0700.
  • S/he coordinates administrative non- medical tort claims for the facility and is responsible for the paid tort claims process.
  • S/he reports to committees including performance improvement, management, and operations committees and upon the direction or at the discretion of the Chief, Quality, Safety & Innovation Service, Chief of Staff and the Medical Center Director.
  • S/he prepares data and reports concerning the above listed programs for facility leaders, and for VISN and national reporting requests and as directed.
Minimum qualifications include:
  • 3-5 years successful nursing practice in medical-surgical nursing
  • Completed a Bachelor's Degree in Nursing
  • Computer skills and the ability to develop professional reports and presentations
Preferred Requirements:
  • A Master' s degree in Nursing from a National League for nursing accredited program or from a field related to Nursing are preferred.
  • Minimum of five years of successful clinical nursing practice
  • At least 2 years of working experience in the areas of Risk Management Quality Improvement, Quality Management, Patient Safety or Risk Management
  • Outpatient, ambulatory care nursing experience
  • Previous supervisory/leadership experience

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
  • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
  • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. S/he may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. S/he must be a mature, flexible, sensible individual capable of working effectively in stressful situations, and able to shift priorities based on patient needs. Applicants must possess the mental and physical ability to satisfactorily perform the duties of the proposed assignment. Physical requirements may involve lifting, carrying, pulling, pushing, reaching above shoulder, walking, standing, sitting, kneeling, and repeated bending. S/he must complete annual Employee Health requirements, such as TB screening or testing on hire, as a condition of employment. In the performance of duties, s/he may be required to drive and/or ride in GSA vehicles. See Form OF-178 for detailed job specific requirements.

Additional information

Note: Must have Basic Life Support (BLS) certification and Advanced Cardiac Life Support (ACLS) prior to assuming clinical duties. The BLS requirement is satisfied by successfully completing an American Heart Association (AHA) BLS Healthcare Provider Course or Military Training Network (MTN). The ACLS requirement is satisfied by attaining, and maintaining, current status through an approved AHA Advanced Cardiac Life Support Course. BLS courses are normally offered within 1-5 days of entry on duty. No online certifications will be accepted.
