Summary

As a General Engineer, you will serve as a subject matter expert in the area of energy engineering design, high performance buildings operations and construction, and Leadership and Environmental Design (LEED)/Guiding Principles for Sustainable Federal Buildings.

Location of position: Region 8 Office of Facilities Management (OFM), Public Buildings Service.

Duties

Help

As a General Engineer, your duties will include:

  • As the regional LEED Certification Program Manager, oversees all new construction and major modernization for LEED compliance and other third-party certification programs as well as Guiding Principles for Sustainable Federal Buildings. Examines and performs on-going reviews of preliminary through final designs prepared by private architect-engineering firms to confirm maximized energy efficiency.
  • Serves as a subject matter expert for compliance with the Executive Order 14057 (Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability), Energy Act of 2020, Energy Policy Act of 2005 (EPACT 2005), the Energy Independence and Security Act of 2007 (EISA 2007) and all relevant Executive Orders in order to interpret policies, regulations, engineering criteria, and codes and provide such information to the project team members across all PBS Divisions.
  • Works with Energy team on energy and water conservation, Greenhouse Gas reduction and electrification of the regional building portfolio to achieve Net Zero emissions, assists GSA and Regional Green Proving Ground (GPG) Program in applying experimental engineering principles to new and innovative technologies.
  • Conducts visits, in-person or virtual meetings, with field offices and/or construction project teams to observe and report on the technical aspects of energy efficiency and water conservation.  Evaluates the quality of workmanship to ensure compliance with authorized standards and codes, including approved plans, specifications and other requirements.
  • Supports reporting on the progress of regional Energy and Sustainability performance metrics/targets. Communicates on all new legislation that impacts the region and/or the agency.

The GS-13 salary range starts at $98,496 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

BASIC REQUIREMENTS FOR ENGINEERS: A Degree in professional engineering OR a combination of college-level education, training, and/or technical experience. For specifics on qualifying education and/or experience - use the following link: Basic Requirements for Engineer Positions.

To qualify for a GS-13, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience identifying advanced solutions, based on industry standards, for enterprise-wide deployment to meet complex energy related needs. This experience must include analysis of energy-use impact of alternative building systems considered during design, construction, alteration, or the maintenance phases of the building life-cycle; developing scopes and budgets based on ASHRARE 90.1 standards; developing building automation specifications; and project management to address high energy and water costs.

  • Mastery knowledge of LEED (Leadership in Energy and Environmental Design) standards and practices to administer the program segments within the Energy and Sustainability program.
  • Mastery knowledge of energy engineering design principles, and building operation as it relates to energy conservation and sustainability. Comprehensive knowledge of ASHRAE 90.1, GSA PBS P 100, Energy Star building requirements, EO 14057, 13423, Energy Act of 2020 and EPACT 2005 and EISA 2007 (and any future laws, policies or regulations) in order to interpret policies and regulations.
  • Working knowledge of Microsoft Excel or other spreadsheet programs in order to analyze and manage Energy and other types of data (i.e. utility information and/or advance metering information). Makes analytical and diagnostic energy calculations, energy project cost estimating, calculating life cycle costs, and savings-to-investment ratios.
  • Mastery knowledge of energy engineering design principles, and building operation as it relates to energy conservation and sustainability. Persuasiveness, analytical skills, and tact are needed to formulate, provide, and present reports that foster a clear understanding and acceptance of findings, recommendations, and decisions rendered.
