The Communications Officer is a key figure in the OIG's top management Front Office (FO) team. The employee is the principal advisor to the Inspector General (IG), Deputy Inspector General (DIG) and the executive leadership team on matters pertaining to the format, content, and style of oral and written products and executes on leaderships' strategic communications objectives. The incumbent closely collaborates with the congressional and public affairs team on external facing products to ensure the FO's strategic communication goals and objectives are captured in external facing products and are relevant to OIG's stakeholders.

As the Communications Officer, you will:

  • Serve as a wise counsel to subordinate writer-editors, providing direction as needed and/or requested, in the performance of their day to-day duties, and working with multidisciplinary teams during performance of, and reporting on assignments
  • Ensure all audit and other reports meet the highest quality standards and either comply with established policies and procedures or clearly identify where and why deviations occurred to communicate results more appropriately
  • Develop policies and procedures for review of reports with an emphasis on reduction of cycle time through technology applications
  • Oversee and conduct training for assigned audit staff on all aspects of audit reporting from the development of the findings in the report to issuance of the final report
  • Develop and implement process for obtaining and using customer feedback on OIG products to improve internal operations, customer relations and product quality
  • Supervise a mix of administrative and professional employees engaged in strategic planning and management and program analysis
  • Develop and implements written policy and procedures on the format, content, and style of written products as a critical part of the overall audit quality control process
  • Establish policies for functional areas and makes assignments; reviews or approves various plans, reports, and position papers; and resolves conflicts related to priorities, scheduling, and quality of work
  • Develop analyze, select, and advise on appropriate information and the presentation of that information in a form and a level suitable for the intended audience.

Qualifications

Specialized Experience:

GS-14:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes; (1) Developing and implementing written policy and procedures on the format, content, and style of written products as a critical part of the overall audit quality control process, (2) Overseeing and conducting training for assigned staff on all aspects of audit reporting from the development of the findings in the report to issuance of the final report, and (3) Reviewing of technical reports for written clarity and editorial quality, organization and structure of information, legal sufficiency, references to supporting evidence and computational logic.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements.
