Duties

  • Duties listed represent the full performance level of the position.
  • Provides position classification, position management, and pay administration services.
  • Exercises delegated classification authority for professional, scientific, and/or technical, administrative and wage grade positions.
  • Participates in peer panels as a Human Resources representative and providing appropriate documentation.
  • Works with managers and supervisors to determine long and short-range staffing needs and necessary recruitment efforts and incentives.
  • Administers all placement activities for assigned organizational areas including new hires, promotions, reassignments, incentives, details, downgrades, etc.
  • Determines position eligibility and salary entitlement as appropriate.
  • Advises management officials on applicability of merit promotion program.
  • Performs recruitment using Merit Promotion and Delegated Examining procedures from cradle to grave.
  • Handles recruitments covered by Demonstration Project.
  • Responsible for legal and regulatory processing and documentation of human resources and pay actions.
  • Participates in providing supervisory and human resources training courses and special projects.
  • Develops materials that foster a better understanding of human resources by employees, supervisors and managers, and that contribute to the overall improvement of human resources programs.
  • Provides technical advice and counsel to management officials on the interpretation and application of various personnel regulations, laws, rules and procedures.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including selective placement factor, time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Selective Placement Factor: Your resume will need to clearly show where you have performed the following duties and for how long: Experience with conducting recruitment requests from cradle to grave consisting of: conductingpre-hiring consultation with hiring managers, creating job analysis, assessment questionnaires and job announcements; conducting qualifications of applicants in accordance with OPM Qualification Standards, and issuing certificates to hiring managers using US Staffing database.

Specialized Experience: Specialized experience is experience directly related to the position to be filled and provided the candidate with the knowledge, skill(s), and abilities to perform the duties of this position.

GS-09: Experience: The qualification requirements for this position at the GS-09 grade level includes one-year specialized experience at the GS-07 grade level, or its non-Federal equivalent, performing job analysis and developing assessment questionnaires; preparing vacancy announcements; determining eligibility and qualifications of applicants; coding or reviewing personnel actions for accuracy and completeness; and responding to HR-related inquiries from customers.
OR
Education: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LLB. or J.D., if related to the position.
OR
A qualifying combination of graduate education and experience as described above.

GS-11: Experience: The qualification requirements for this position at the GS-11 grade level includes one-year specialized experience at the GS-09 grade level, or its non-Federal equivalent, performing job analysis and developing assessment questionnaires; preparing vacancy announcements; determining eligibility and qualifications of applicants; coding personnel actions or reviewing personnel actions for accuracy and completeness; responding to HR-related inquiries from customers; and advising employees and managers on various human resources issues.
OR
Education: Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
A qualifying combination of graduate education and experience as described above.

GS-12: Experience: The qualification requirements for this position at the GS-12 grade level includes one-year specialized experience at the GS-11 grade level, or its non-Federal equivalent, interpreting and applying classification standards in order to classify professional, administrative, technical and/ or clerical positions; performing job analysis and developing assessment questionnaires; preparing vacancy announcements; determining eligibility and qualifications of applicants; coding the full range of personnel actions and reviewing personnel actions for accuracy and completeness; advising on procedural and regulatory requirements governing the staffing process; utilize automated staffing systems such as USA Staffing, Monster, QuickHire, or other similar systems; and providing human resources advisory services to employees and managers regarding staffing and recruitment, classification and position management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
