This is a Senior Executive Service (SES) position located within the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Resilience. The incumbent serves as the Assistant Administrator for Mitigation within Resilience is responsible for the development, delivery, management, and evaluation of hazard mitigation programs, technical assistance and related activities.
The incumbent assists and advises Resilience leadership on making the nation more resilient through on national mitigation programs, policies and activities.
The incumbent provides oversight and direction to several direct report senior executives and staff and participate fully in determining policies, plans, goals, organization of, and courses of action for these direct reports. Ensures that plans and practices effectively carry out the mission while assuring the effective and efficient use of resources, adherence to Resilience leadership’s policies and objectives, and the goals of the President, the Congress, and the Department of Homeland Security.
The incumbent serves as the principal advisor to Resilience leadership on the coordination, scope and coverage of national mitigation programs and how to best align and integrate strategies and policies with the Agency's and Department’s goals and program planning.
The incumbent ensures that appropriate long-range planning is coordinated and accomplished, and that resources are used effectively and efficiently. This includes resource expenditures, the timing of major events, prioritization of projects and plans. Incumbent also ensures that the mitigation programs effectively executing on FEMA’s Strategic Plan and priorities set by Resilience leadership.
The incumbent recommends and implements ways to simplify and streamline hazard mitigation programs in order to improve customer experience and lessen the burden on stakeholders. Ensures hazard mitigation programs incorporate equity considerations and address equity-related barriers.
The incumbent guides the integration of all mitigation programs throughout Resilience and with the rest of the Agency, including technical assistance, other grant programs, recovery programs, etc. Serves as a leader within the federal interagency to coordinate risk reduction and works with philanthropic organizations, the private sector, and other external partners to accelerate resilience in disadvantaged and underserved communities.
The incumbent represents DHS/FEMA in dealings with Federal, state, local, tribal, territorial, private sector and non-governmental organization officials who have vital interests in homeland security and emergency management.
The incumbent oversees the suite of programs that help communities reduce risk from natural disasters by providing direction, setting execution goals, and ensuring accountability for results at all levels of the Mitigation Directorate.
The incumbent serves as the authoritative voice on mitigation issues with senior FEMA officials, representatives of other government agencies, state and local officials, the insurance industry and other external organizations. Presents, defends, and negotiates programs and associated resource requirements to other agencies, Members of Congress and their staff, the Office of Management and Budget, and Department of Homeland Security leadership. Defends programs and policies in legislative proceedings at the national level.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

TECHNICAL QUALIFICATIONS – MANDATORY
Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQs); however, applicants must address the Technical Qualifications (TQs) within their resume.
