The Air Traffic Control Specialist is responsible for ensuring the safety of air navigation and the efficient use of navigable airspace by aircraft as stated in Title 14, Code of Federal Regulations (14 CFR) Part 77. Applies experience and comprehensive knowledge of air traffic control operations and procedures to conduct air traffic studies to identify and evaluate the impact of proposed and existing structures on air traffic management within National Airspace System (NAS). Analyzes cumulative effects of proposed structures, when combined with existing structures, to determine overarching effect on navigable airspace and minimize the impact to aviation while balancing the need for construction. This position is critical to the safety of the flying public.
Collaborates with Obstructions Evaluation Specialist in the evaluation and determination of the impact of existing and proposed structures on airport arrival and departure procedures, and en route and terminal operations. Applies comprehensive knowledge of air traffic control and airspace operations to recommend alternatives to remove or lessen the structure's effects and ensure safety of air navigation and the efficient use of navigable airspace. Applies comprehensive knowledge of Title 14 Code of Federal Regulations (14 CFR) Part 77 to make recommendations consistent with Agency's regulatory guidance and authority. Analyzes program requirements and accomplishments, and makes or directs adjustments as necessary to address organizational needs and to improve the efficiency and effectiveness of air traffic operations. Plans the use of time and resources to accomplish objectives. Defines, organizes, and allocates resources to accomplish important work activities within established schedules.
Reviews proposed obstacles to identify and mitigate potential adverse safety effects by applying experience with data processing systems, such as the FAA Obstruction Evaluation Automation Program. Analyzes and evaluates technical air traffic management data, such as physical and operational data of airports, navigation aids, communications facilities, terminal and en route flight and air traffic procedures. Uses knowledge of FAA Order 7400.2, Procedures for Handling Airspace Matters to validate the integrity of data processed as well as adherence to criteria, policy and procedures. Applies knowledge of FAA Order 7110.65, Air Traffic Control, and experience gained by coordinating airspace actions between air traffic control facilities to resolve impacts to public use airports, present and future operations; visual flight rules and instrument flight rules operations; and, effect of ground structures on air traffic operations or navigable airspace.
Contacts are internal and external. Interacts with representatives within the FAA such as, Airports, Flight Standards, Flight Procedures, Service Centers, Facilities, and Technical Operations. External contacts include the Departments of Defense and Homeland Security, aviation industry, airport authorities and other external stakeholders to present information and negotiate with the sponsor to resolve any adverse effects on air traffic operations. Represents the organization as a senior point of contact on projects and programs.
Broad policies and objectives provide general guidance for completing work objectives, but allow considerable discretion to develop new or innovative approaches. Draws on experience and knowledge to solve unusual problems. Most work is performed independently, though subject to review by team manager, organizational leaders, and representatives of external organizations. Work is typically reviewed through status reports and at completion for quality of results, compatibility with organizational/national goals, conformance with established policies and program objectives. Plans own use of the time and resources to accomplish objectives. Allocates resources to accomplish work activities within established schedules.
To qualify for this position at the FV-J (FG/GS-14) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position.
Specialized experience includes: Skill gained as a full-performance level controller in an air traffic facility. Experience managing data processing systems e.g., Obstruction Evaluation Automation Programs; identifying airspace obstructions; and coordinating airspace actions between air traffic control facilities. Experience interpreting 49 USC §40103, §44718, and 14 CFR Part 77.
